- This position is in the Office of the Assistant General Counsel (Banking and Finance), which is a component of the Treasury Department's Office of the General Counsel. The attorneys in the Office of the Assistant General Counsel (Banking and Finance) provide legal advice and support to Treasury officials and staff on the full range of Treasury domestic finance initiatives and responsibilities, including the economic relief programs associated with the coronavirus pandemic. The attorney will assist the Assistant General Counsel (Banking & Finance) and Deputy Assistant General Counsels in providing legal advice to the General Counsel, Chief Recovery Officer, and other Treasury officials.
- Under the supervision of the Assistant General Counsel (Banking & Finance) and the Deputy Assistant General Counsels, the attorney in this position will direct, coordinate, and supervise the work of attorneys on matters relating to economic relief programs associated with the coronavirus pandemic. Relevant areas of the law will include federal grant and financial assistance programs, compliance, reporting, asset management, financial transactions, and federal procurement. The attorney will be responsible for making certain that the office's legal work is completed in a timely and accurate manner, and for advising the General Counsel, Treasury's Chief Recovery Officer, and other Treasury officials.
- The attorney in this position will prepare or review draft regulations, guidance, memoranda, legislative proposals, briefing materials, and other documents relating to difficult and complex matters. The attorney will work closely with officials in Treasury's Office of Recovery Programs, including the Chief Recovery Officer, and will provide advice on novel legal questions. The attorney will also engage with representatives of other state and federal agencies, Congress, and other stakeholders on matters relating to the recovery programs, and be responsible for other duties as assigned.
- The ideal candidate will have experience managing teams of lawyers on complex matters with tight deadlines; be skilled at working with and presenting views to senior lawyers and policymakers; and have familiarity with some Treasury programs and activities related to the CARES Act, the Consolidated Appropriations Act, 2021, and the American Rescue Plan Act. The ideal candidate will also have familiarity with the law regarding one or more of federal grant and financial assistance programs; compliance and reporting requirements; asset management and financial transactions; and federal procurement.

Qualifications

You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the federal service. The expectation for selection for grade GS-15 will be at least the following: 12 months of pertinent legal experience at the GS-14 (or equivalent). For this position, specialized experience is described as experience at the next lower grade (or equivalent) in the following areas of responsibility:

- Providing legal advice on holdings or dispositions of equity and debt securities, restructurings, or matters of similar scope and complexity. AND
- Advising on legal matters pertaining to small business, housing, federal financial assistance or grant programs, transportation, or community development financial institutions. AND
- Supervising a staff of lawyers and administrative staff.

This experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a pro-rated basis.

Education

Education Requirements:
Applicants must: (1) be a graduate of an accredited law school with a LL.B., J.D. or equivalent; (2) be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia; and (3) have at least 6 years of pertinent legal experience, which may include, for example, the private practice of law, practice in a government legal office, or a judicial clerkship.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
