Duties

Help
  • Duties listed are at the full performance level GS-09.
  • Develop operating plans for grants, and tracks expenditures
  • Provide public information on Forest Service OHV management practices, rules, and regulations.
  • Administer Off-Highway Vehicle (OHV) events and activities.
  • Perform all aspects of Special Use Permit administration for OHV events and activities.
  • Review land management plans to ensure compatibility with intended projects.
  • Accept applications, determines potential impact on land and other visitors.
  • Prepare environmental assessments or decision notices, drafts permits, works with applicant on operating plan preparation, determines fees, and monitors performance.
  • Determine when contracting when contracting out is the best means to complete a project.
  • Work with contracting personnel to describe job and develop specifications and a bid package.
  • Work with other agencies to heighten awareness and develop plans for implementation of access projects they may have.
  • Act as liaison between the volunteer groups, such as OHV Hosts and Adopt-A-Trail, and the Forest Service to develop operating plans, coordinate work projects, training, and documentation of accomplishments.
  • Investigate incidents to the extent of the individual?s training and capability. Completes incident reports, warnings and citations as necessary.

Qualifications

Specialized Experience Requirement:

For the GS-8 level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level. Examples include: Assisted in the development and the accomplishment of an Off-Highway Vehicle (OHV) program within the framework of existing planning documents; Patrolled OHV use areas to ensure areas are operated, used and maintained in accordance with the appropriate planning documents; Assisted with the enforcement of Off-Road-Vehicle (ORV) restrictions, including maintenance and posting of regulatory signs and enforcement of restrictions.

For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the GS-8 grade level. Examples include: Provided public information on Off-Highway Vehicle (OHV) management practices, rules, and regulations; Performed aspects of Special Use Permit administration for OHV events and activities; Acted as Contracting Officer's Representative (COR) assisting contractor to ensure work is completed properly on OHV related projects; Act as a liaison between volunteer groups such as OHV Hosts and Adopt-A-Trail to develop operating plans, coordinate work projects, and document accomplishments in alignment with OHV grant program requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
