This Position is located in the Information Resources Management Directorate of the office of Audit in the Environmental Protection Agency's Office of the Inspector General.

Responsibilities
The ideal candidate will perform the following duties: 

  • Planning and leading the performance of complex audits and evaluations of EPA programs and operations, including audits and evaluations of EPA management and program support systems of financial statements, assistance agreement recipients, contractors, and automated information systems, while applying innovative methods to improve efficiency and effectiveness.

  • Coaching staff in the application of appropriate problem solving methods and provides advice on auditing work methods, practices, and procedures. Reviews the work of team members and ensures that the team's work and final reports are done in accordance with professional standards and OIG policies.

  • Forecasting trends and developing operative auditing and evaluation strategies. Developing and interpreting policies, procedures, and strategies governing OIG and professional auditing standards. Developing and managing information technology auditor performance requirements. Researching system data to identify and evaluate trends or patterns of problems. Making recommendations to senior management for addressing such problems.

  • Serve as a senior consultant to EPA OIG management officials. Providing expert technical advice, guidance to management, and other specialists on critical issues involving performance and financial audits of information technology programs, program compliance, and personnel management.

This is a Public Trust Position. Employment in this position requires a background investigation. Upon appointment, you will be required to complete a Confidential Financial Disclosure Report, OGE-450. You will need to provide the information annually. 

You are applying under Delegated Examining and if selected under this authority, you will be required to serve a 1-year probationary period, even if you are a transfer from another federal agency. 

Depending on your status, this position may require serving a 1-year supervisory probationary period.

Qualifications

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following: 

GS-14: 

1) Conducting performance audits of automated information systems operated by federal and state environmental organizations;
2) Leading teams in planning, conducting, and reporting on complex performance audits of information technology programs, functions, and operations;
3) Providing senior-level technical advice and consultations to management and other auditors on IT related risks associated to assessments of audits and evaluations; AND
4) Reviewing and approving final reports and recommendations of audit and evaluation findings.
