  • The incumbent will serve as lead Forest Engineer for Butte Falls and Grants Pass Field Offices in the Medford District and the Umpqua Field Office in the Coos Bay District.
  • The typical work load involves design, survey, preparation, and administration of construction; service and supply contracts; forest sale planning; and forest timber sale preparation and administration, and road right-of-way assignments.
  • The incumbent will need to use knowledge of forest management and engineering to coordinate sale planning and layout, logging systems, road condition assessments for engineering packages, and long-range forest management planning.
  • Works in conjunction with a interdisciplinary teams to coordinate project plans within the requirements of NEPA and RMP.
  • Assists the Reciprocal Right of Way (RROW) program issuing right-of-way permits and agreements and calculates fees under the Reciprocal Right of Way policy.

Specialized Experience for GS-09 Forester: One (1) full year of specialized experience at/or equivalent to the GS-07 grade level that is equivalent in difficulty and complexity as indicated by the following examples. Examples: experience which provided knowledge of forest management principles and practices as well as related laws, regulation and policies sufficient to serve as a member of a forest planning and timber sale preparation team; timber sales, timber trespass, harvesting logs, silviculture treatments and prepare environmental assessment OR 2 years of progressively higher-level graduate education leading to a master`s degree or equivalent graduate degree in the field of forestry or directly related fields of study; OR have an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of the first year may be combined with experience.

Specialized Experience for GS-09 Civil Engineer: One (1) full year of specialized experience at/or equivalent to the GS-07 grade level that is equivalent in difficulty and complexity as indicated by the following examples. Examples: providing recommendations based on engineering analysis; performing inspections of on-site construction work; reviewing designs for the constructions, drafting specifications to determine cost estimates; planning the design highways, and various structures; creating technical documents for assignments 2 years of progressively higher-level graduate education leading to a master`s degree or equivalent graduate degree in the field of civil engineering or directly related fields of study; OR have an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of the first year may be combined with experience.

Specialized Experience for GS-11 Forester: One (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: plan forest planning and timber separation sale preparation, develop long range forest management planning and solutions to road location, logging, and environmental assessments; coordinate projects plans with RMP and NEPA standards, collect logging system data runs analysis programs OR Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Specialized Experience for GS-11 Civil Engineer: One (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: initiates and prepares engineering projects building structures around timber roads and recreation areas, pedestrian bridges, culverts, fish passages and recreation facilities; prepares engineering alternatives and evaluations; initiates engineering for resources activities, develops design criteria and prepares engineering plans OR Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Physical Demands: The work regularly combines both office and field assignments. Field work requires physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, crawling, and climbing such as in regular and periodic construction activities and field inspections. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds. Field assignments may also involve driving motor vehicles to work sites, some of which maybe remote, and include overnight stays in remote locations.

Work Environment: The work involves regular and recurring exposure to moderate risks, discomforts, and unpleasantness such as: high noise levels, infectious materials, or toxic or irritating chemicals; travel in safety approved small aircraft and water craft; high winds and low or high temperatures; infestation of dangerous reptiles or poisonous plants, snakes, or insects; adverse weather conditions; noxious fumes; flammable liquids; or radiation. The work involves performing tasking in close proximity to rotating heavy mechanical and electrical machinery and may involve working within confined spaces for extensive periods of time. Special safety precautions such as protective clothing and gear are necessary. Safety precautions and protocols are observed at all times and the incumbent complies with safety instructions and regulations and ensures individual and others' by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor.

Education

This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.

This is an interdisciplinary position and you must meet the Basic Education Requirements for the position series for which you are applying. You only need to meet the basic requirements of the series in which you are applying for.

Basic Education Requirement for the GS-0460 Forester series: Bachelor's degree in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:

Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management.

Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology.

Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing.

Basic requirement for the GS-0810 Civil Engineer series: Bachelor's degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
