Duties

Help
  • Operate and maintain the decontaminating apparatus, gas fired heating unit, used to mix and apply neutralization mixture to contaminated areas.
  • Make scheduled detection patrols and entries to chemical agent storage areas to determine the presence of toxic agent vapors and to identify extent of contamination and the source of the leakage.
  • Place munitions into storage using prescribed toxic storage procedures, drawings, safety rules and regulations.
  • Perform decontamination of toxic chemical agents that may have spilled or are leaking from toxic munitions.
  • Assure volatile chemicals are mixed in accordance with applicable Federal and State requirements and related safety standards.
  • Operate a vehicle with eight-wheel drive equipped with a heating and pumping unit to disperse neutralizing agent for toxic chemicals.
  • Load trucks using forklifts or other handing equipment.
  • Knowledge of safety rules and regulations to determine the shortest and safest route to be followed, and to recognize hazardous conditions.
  • Knowledge of explosives and toxic materials and the mechanical details and controls of containers of explosives.
  • Ability to perform first aid for self and others, including injection of antidotes for specific gases to which exposed.
  • Skill in handling the controls for starting, stopping, backing, and driving forklift trucks over rough terrain, in igloos and on igloo aprons.
  • Experience with the operation of gasoline or diesel powered truck-trailer with a loaded gross weight exceeding 32,000 pounds.
  • Skill in operating a truck-trailer or semi-trailer and turnable (fifth wheel) or pintle (pivot) hood utilizing two braking systems and gearshift controls.

  • This position is subject to the requirements of the Army Chemical Personnel Reliability Program (CPRP).
  • Incumbent must meet the requirements of AR (Army Regulation) 50-6, Chemical Surety.
  • This position is covered by the 1996 LAUTENBERG AMENDMENT.
  • This position is Non-Critical Sensitive. Incumbent must obtain and maintain a SECRET security clearance.
  • Incumbent must pass an initial and annual MEDICAL EXAMINATION to perform the essential functions of this job (physical such as hearing/ visual, emotional, mental stability, etc.).
  • Incumbent is required to operate a Government vehicle therefore, must obtain and maintain a valid state DRIVER'S LICENSE.
  • Incumbent is required to operate a commercial vehicle therefore, must obtain and maintain a valid COMMERCIAL DRIVER'S LICENSE (CDL).
  • Incumbent must meet the requirements of local PCDR (Pueblo Chemical Depot Regulation) 350-400, Training and Certification Program for Personnel Working in Toxic Chemical Ammunition Operations.
  • Incumbent must be cleared IAW requirements of AR (Army Regulation) 190-11, Physical Security of Arms, Ammunition and Explosives (AA and E).
  • Incumbent must wear government furnished SAFETY EQUIPMENT and/or CLOTHING funded by or supplied by the government (i.e., chemical protective masks must be snug to the face for personal protection)
  • Incumbent must successfully complete TRAINING in hazardous waste management procedures within six (6) months after initial appointment, and annually. Incumbent will work in supervised situations until all training requirements have been met.

WG-5 Minimum Qualifications (Screen Out Element): Ability to do the work of an Toxic Materials Handler (Explosives Operator) without more than normal supervision. I have the ability to perform common Toxic Material Handler helper duties. I can understand work related documents, such as work instructions, work orders, standard operating procedures, etc. I can operate a pallet jack. - Failure to meet this Screen Out Element will result in an ineligible rating.

WG-6 Minimum Qualifications (Screen Out Element): Ability to do the work of an Toxic Materials Handler (Explosives Operator) with general supervision. I have the ability to perform common Toxic Material Handler helper duties. I can understand work related documents, such as work instructions, work orders, standard operating procedures, etc. I can operate a fork lift. - Failure to meet this Screen Out Element will result in an ineligible rating.

WG-7 Minimum Qualifications (Screen Out Element): Able to perform common Toxic Material Handler (Explosives Operator) tasks including the movement and storage of hazardous materials and assisting with the maintenance and safe storage of toxic materials. - Failure to meet this Screen Out Element will result in an ineligible rating.

WG-8 Minimum Qualifications (Screen Out Element): Ability to perform common Toxic Materials Handler (Explosives Operator) duties such as inspecting, transporting and monitoring the physical handling the receipt, storage and transfer of bombs, rockets and tanks filled with toxic chemicals and/or hazardous waste. I have the capability to interpret instructions; as well as, follow assigned tasks to be performed in sequential order. I have the capability to monitor workload to keep the entire work crew busy and check work in progress has been finished. Additionally, I could apply the technical knowledge I have to advise workers on housekeeping rules to be followed (e.g., conducting patrols of chemical areas). I work under normal supervision of a work leader employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating. Selection at WG-8 level requires proof of CDL license. (Note: You MUST provide a copy of your CDL license.)

WG-9 Minimum Qualifications (Screen Out Element):
Supervisor or leader makes work assignments and provides incumbent with oral or written instructions outlining the procedure, safety, and operational requirements. Incumbent carries out assignments through to completion in accordance with established procedures, policies, safety rules, and regulations. Incumbent not only works with Government personnel, but also with Contractor, Federal , State, and International personnel. Incumbent must make independent judgments and decisions within the framework of established practices, processes, and procedures. Work is spot checked during progress for compliance with instructions and procedures. Failure to meet this Screen Out Element will result in an ineligible rating. Selection at WG-9 level requires proof of CDL license with Hazardous Waste Endorsement and ability to operate a forklift in PPE.

  • Incumbent must successfully complete TRAINING in hazardous waste management procedures within six (6) months after initial appointment, and annually. Incumbent will work in supervised situations until all training requirements have been met.
  • PHYSICAL EFFORT: Work requires prolonged standing and continuous physical activity in handling, pulling, or pushing objects. As a team member, lifts items weighing 15-44 pounds approximately 20-50 percent of the time.
  • WORKING CONDITIONS: Work is performed outside or inside. When working outside, toxic materials handlers are often exposed to the sun or to inclement for extended periods of time. The worker is required to wear protective clothing which is specially made and treated for working on explosives and toxins, including full-length underwear, safety shoes, glasses, gas masks, impermeable rubber suits, apron, rubber gloves, and coveralls, when working in the chemical storage areas. Is subject to profuse perspiration and extreme fatigue when working in protective clothing. Visibility is restricted during operations due to the necessity of wearing the gas mask while handling toxic agents. Clothing must be removed and decontaminated and showers taken before eating and before going home.
