Duties

Help
  • Consult multi-scale inventory, monitoring, and assessment activities that develop the information and tools necessary to inform forest policies and practices and increase the understanding of forest processes and threats to ecosystem health.
  • Develop, test, and implement innovative estimation, quantitative analysis and modeling techniques for distributing inventory analyses and data.
  • Conduct soils research for the national NRS-FIA Program and state analyst and/or soil quality product line reporting based on analyses of annual inventories, and independent research.
  • Manage, implement, and analyze a unique national, strategic inventory of soil quality critical to national-scale forest carbon and health assessments.
  • Develop and apply soil quality plot and population estimators and processing algorithms.
  • Develop novel techniques and new indicators for the soil inventory, e.g., soil chemistry or soil biology.
  • Develop analytical approaches that link soils data to broader observations of forest ecology and health.
  • Conduct research evaluating state forest conditions and trends to address the mission of the unit.
  • Develop methods and outputs that will provide regional and/or national reports on soil quality as well state-level soil quality results for standard FIA reports prepared by NRS-FIA for each state in its footprint.

This is an interdisciplinary position and may be filled in any of the job series listed below.

Basic Requirement for Ecology Series (0408):
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.


Basic Requirement for Forestry series, (0460):
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:

Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management.

Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology.

Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing.

Combination of education and experience -- courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown above, plus appropriate experience or additional education.
Basic Requirement for Soil Scientist Series (0470):
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study soil science or a closely related discipline that included 30 semester hours or equivalent in biological, physical, or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility.
--OR--
Combination of education and experience: courses equivalent to a major in soil science or a related discipline that included at least 30 semester hours in the biological, physical, or earth sciences. At least 15 of these semester hours must have been in the areas specified in A above, plus appropriate experience or additional education.
C. I do not meet the requirement, as described above.

In addition to meeting the basic requirement, you must also possess experience and/or directly related graduate leveleducation in the amounts listed below.

GS-11 Requirements:
One year of specialized experience equivalent to at least the GS-09 grade level in the federal service. To qualify at the GS-11 level of this position, your resume must show you meet all of the following specialized experience:

  • Conducting the full cycle of scientific research with defined objectives, limited in scope to investigating specific phenomena or problems, or are segments of related investigations;
  • Research at this level requires fairly conventional techniques and involves applying existing theory or methods to areas previously investigated, but under different conditions, or involves adapting previous studies in light of changes in theory or improved techniques and instrumentation and result in contributions that add to scientific and professional knowledge or support developing new or improved methods and techniques. This research must have been in one or more of the following areas: developing and applying soil quality plot and population estimators and processing algorithms; developing novel techniques and new indicators for the soil inventory, e.g., soil chemistry or soil biology; and/or developing analytical approaches that link soils data to broader observations of forest ecology and health;
  • Disseminating research findings at conferences or scientific meetings and contributing to results published in peer-reviewed journals; and
  • Collaborating and building partnerships with researchers.
GS-12 Requirements:
One year of specialized experience equivalent to at least the GS-11 grade level in the federal service. To qualify at the GS-12 level of this position, your resume must show you meet all of the following specialized experience
  • Conducting the full cycle of scientific research (including identifying research topics, defining study objectives, organizing and conducting the research, interpreting the results, and presenting the findings in the form of reports, demonstrations, manuscripts, and other appropriate technology transfer activities) in one or more of the following areas: developing and applying soil quality plot and population estimators and processing algorithms; developing novel techniques and new indicators for the soil inventory, e.g., soil chemistry or soil biology; and developing analytical approaches that link soils data to broader observations of forest ecology and health;
  • Ability to analyze soil structure, function, and dynamics using techniques such as the following: using chemical procedures that can be uniformly implemented for soils of different mineralogy and textural class; integration of point-level soil chemical data with existing soil databases that were derived using different methodologies and sampling procedures; conversion of agricultural soil erosion models for use in forested landscapes; the analysis of non-normally distributed soil data within a statistical framework designed for vegetative survey; and
  • Disseminating research findings at conferences or scientific meetings and publishing results in peer-reviewed journals.

FOR GS-11 LEVEL ONLY:

A conferred master's degree that included research in one or more o the areas related to the work of the position as described above. in a research area related to the work of this position which is developing and applying soil quality plot and population estimators and processing algorithms; developing novel techniques and new indicators for the soil inventory, e.g., soil chemistry or soil biology; and/or developing analytical approaches that link soils data to broader observations of forest ecology and health.

FOR GS-12 LEVEL ONLY:

A conferred Ph.D. or equivalent doctoral degree in a research area related to the work of this position which is developing and applying soil quality plot and population estimators and processing algorithms; developing novel techniques and new indicators for the soil inventory, e.g., soil chemistry or soil biology; and developing analytical approaches that link soils data to broader observations of forest ecology and health.

This is a research scientist position and is classified under the scientist career plan. Research scientists have open-ended promotion potential. Research accomplishments and their impact on the duties and responsibilities of positions are evaluated periodically. The grade level is limited only by the individual's demonstrated ability to perform research of recognized importance to science and technology. Final grade level will be determined by a peer review panel. The purpose of the initial review panel is to determine the grade level upon entry into a position.
