Summary

The National Park Service (NPS) Program Analyst position works within the Office of Learning and Development in the Learning and Performance Intake, Advisory, and Analysis Group, assigned to the Washington Support Office (WASO) with duty location assigned at one of the WASO unit sites.

Duties

Help

The major duties of the Program Analyst position include, but are not limited to, the following:

  • Develops expertise to proactively identify and anticipate customer requirements, expectations, and needs.
  • Works in close partnership with NPS Leadership to represent their requirements, expectations and needs within the NPS to achieve both organization and unit performance goals.
  • Maintains liaison with the superintendents of L&D Training Centers and other stakeholders, to seek out efficiencies when possible, and to address and resolve matters of joint concern.
  • Develops skills to perform a variety of research and analysis (independently or in collaboration with supervisor/higher graded employee) related to performance issues across the National Park Service; including but not limited to cost/opportunity benefit analysis and recommendations as to the proposed course of action.
  • Outlines a set of solutions for complex performance issues that can be supported in a learning and performance ecosystem.
  • Works with Regional managers and staff, as well as Associate Directors and others to communicate strategic and tactical plans to improve systems and processes within career fields.
Duties will be developmental in nature when filled below the full performance level.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You MUST submit all SF-50s to show 52 weeks at the next lower grade to support time in grade. If you fail to do so, you may be found ineligible.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-08/04/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

MINIMUM QUALIFICATIONS:

To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following: 1) Provide customer interface/consultation to assess performance and organizational issues; 2) Conduct inquiries to adequately define problems with adequate data-driven analysis; and 3) Recommend and track solutions to enhance employee development, organizational success, and resolution of complex performance issues. You must include your resume with hours worked per week annotated.

To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following: 1) Provide customer interface/consultation to assess performance and organizational issues; 2) Conduct inquiries to adequately define problems with adequate data-driven analysis; 3) Recommend and track solutions to enhance employee development, organizational success, and resolution of complex performance issues; 4) Develop new and innovative approaches and methods for performance improvement; and 5)Manage training programs that apply learning principles to real-world workplace learning and development needs. You must include your resume with hours worked per week annotated.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS), to a different location at least 50 miles away from the one where his/her position of record is currently located, due to a need to the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The work is primarily sedentary but may require moderately long periods of standing; possible bending; and lifting and carrying light to moderately heavy objects such as training materials and handbooks. Travel may be necessary, with work at other units/offices, attendance at meetings and conferences away from the work site.

Working Conditions: The work is carried out in a typical office environment. Some customer interface will be conducted in park settings, typically indoors.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
