  • You will plan, develop, and conduct program analyses of a substantial scale and impact concerning all aspects of current or projected programs.
  • You prepare internal instructions, operating policies, procedures, and guidelines concerning proper and adequate accomplishment of major program goals and objects.
  • You will develop, maintain, and monitor integrated reporting systems affected programs.
  • You will communication information to management for effective evaluation of program operations and milestones.
  • You will develop detailed information on operational status and capabilities of communications, facilities, equipment, and circuitry needed to meet special requirements or improve operational efficiency.
  • You will develop and/or modifies test plans, conduct testing, and analyze test results in major inter-service networks or for specialized state of the art agency systems.
  • You will prepare reports defining performance problems areas and establishing criteria defining operational situations and traffic characteristics that will optimize performance.

  • This position has been designated as a Cyber IT/Cybersecurity Workforce position in Cyber Work Code: (411) and are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2
  • You must earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position.
  • Per SECNAVINST 1543.2, Cyber IT/CSWF, you must participate annually in 40 hours of continuous learning (CL) activities to be documented in a current individual development plan (IDP) signed by both the employee and supervisor.

Qualifications

To qualify for the TELECOMMUNICATIONS SPECIALIST, GS-0391-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

GS-12:

  • Experience with outside/inside plant telecommunications installations.
  • Experience with utilizing telecommunications standards (i.e. UFGS, BICSI, NEC, etc).
  • Experience with telecommunications infrastructure design and installation.
  • Experience using communications skills, reviewing and providing verbal/written technical analysis/guidance.
  • Experience and knowledge of Government contracting.
  • Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

Education


Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
