Clinical Responsibilities:

  • Provides a full range of PM&R specific evaluations to diagnosis and treat all general rehabilitation populations.
  • Main clinical responsibilities will include amputee clinics and providing consultative amputee services for inpatients.
  • Provides consultation to professional staff within VAPSHCS & community providers concerning clinical assessment findings and appropriate patient treatment plans. 5. Develop, implement and document the PM&R treatment plan for an assigned caseload of patients, including prompt completion of clinical reminders.
  • Functions independently as a member of the VAPSHCS Medical Staff, with full clinical privileges.
  • Assumes complete professional responsibility for his/her clinical assessment findings, patient care decisions and documentation.
  • Provides education to patients, family members and significant others.
  • Complies with all CPRS documentation procedures, including timeliness of standards for documentation and proper patient check out procedures.
  • Maintains certification and licensure in the medical specialty.
  • Serves as a clinical leader in emergencies.
  • Provides care that is compassionate, appropriate and effective for health problems and promotes health.
Teaching and Training:
  • Provides clinical supervision & instruction (including didactic instruction) for PM&R Residents, as well as medical students as assigned.
  • Provides clinical supervision & instruction for VA Amputee Fellow.
  • May provide teaching and mentoring of graduate students and other research trainees commensurate with previous research experience and a faculty appointment at the University of Washington, School of Medicine.
  • Provides education to professional staff.
  • Participates in educational programs, may provide presentations at local & national level conference & educational events.
  • Participates at a local, regional or national level in subspecialty societies or patient organizations.
  • Continuously seeks to develop and implement best practices in the Section & Medical Center, as appropriate.
  • Able to investigate and evaluate their patient care practices, appraise and assimilate scientific evidence and improve their practice of medicine.
Administrative Responsibilities:
  • Provides leadership in development of team process for assigned rehabilitation program and clinical teams.
  • Adheres to operational policies and procedures for assigned program and VAPSHCS, while staying abreast of current VA, VISN and Medical Center policies.
  • Monitors effectiveness of clinical programs though quality improvement processes and ongoing program evaluation.
  • Complies with national & local performance measures, including timely health care screenings and completion of clinical reminders for all patients.
  • Facilitates liaisons with other health care programs to develop ongoing relationships with stakeholders to effectively coordinate service or patient care.
  • Attends and participates in administrative and informational meetings held by the Service Line Director, or designee.
  • Complies with PM&R peer review procedures.
Research Responsibilities:
  • Have the demonstrated skills that will enable success in the following domains:
    • Depending on the Academic Appointment type (clinician-scientist vs. clinician-educator), he/she may be responsible conduct research, develop a funded research program, or support ongoing amputation related research projects.
    • Manuscript preparation, and presentation at national or international meetings may be required.
    • If indicated, may provide research supervision & instruction to trainees and graduate students.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
    [(2) Those approved by the American Osteopathic Association (AOA),OR
    (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
    Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.
  • Proficiency in spoken and written English.
Additional Requirement:
  • Completed residency training in an accredited Physical Medicine and Rehab program leading to board eligibility or board certification by the American Board of PM&R.
  • Knowledge, skill and experience in Amputee Rehabilitation.
Preferred Experience:
  • Skill in electrodiagnostic medicine.
  • Broad based skills in the diagnosis and treatment of the full spectrum of acute and chronic rehabilitation conditions.
  • Proven interest in and experience with the education of residents, fellows, medical students and other health care trainees
  • Skill in scholarly activity in research.
  • The incumbent has demonstrated expertise in all facets of amputee rehabilitation throughout the continuum of rehabilitation care from prevention, through peri-operative consultation, prosthetic prescription and lifelong rehabilitation care.
  • Has demonstrated knowledge and skills in the use of telehealth technologies to provide amputee rehabilitation to remote sites.
  • Demonstrates knowledge about established and evolving biomedical, clinical and cognate sciences and their application in patient care.
  • Demonstrate skills that result in effective information exchange and teaming with patients, their families and professional associates.
  • Demonstrate a commitment to carrying out professional responsibilities, adherence to ethical principles and sensitivity to diverse patient populations.
  • Demonstrate awareness of and responsibility to larger context and systems of healthcare. Be able to call on system resources to provide optimal care.
  • Commitment to diversity, equity and inclusion.

Physical Requirements: Heavy lifting (45 lbs. and over), moderate lifting (15-44 lbs.), light lifting (under 15 lbs.), moderate carrying (15-44 lbs.), light carrying (under 15 lbs.), reaching above shoulder, use of fingers, both hands required, walking (1 hr.), standing (1 hr.), kneeling (1 hr.), repeated bending (4 hrs.), ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 16" to Jaeger 1 to 4, depth perception, ability to distinguish shades of colors, mental and emotional stability.

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. § 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
