Summary

This position is located in the Department of Homeland Security (DHS), DHS Headquarters. As part of the Leader Development Program team under the Strategic Learning, Development and Engagement organization.

The primary purpose of this position is to serve as the Program Coordinator for the Executive Development Program, as well as other DHS-wide leader development cohort programs and initiatives.

As a HR Specialist (HRD) GS 0201 9/11, your typical work assignments may assignments may include the following under supervision:

  • This position provides employee learning and development services that include planning, administering or evaluating large-scale and intensive programs designed to develop high-performing leaders.
  • Applying basic principles, practices, laws, and regulations of human resource development sufficient to conduct training needs.
  • Using program management techniques, including program analysis, oversight improvement, and evaluation.
  • Using Fact-finding analysis, and problem solving to assess individual learning progress and identify areas for improvement.
  • Communicating orally and in writing in order to explain findings of research and problem solving.

Qualifications

Specialized Experience:
You qualify for the GS-09 grade level (starting salary $60,129) if you possess one year of specialized experience, equivalent to the GS-07 grade level in the Federal government, performing duties such as:

  • Demonstrating the ability to serve as a training coordinator.
  • Planning and coordinating a variety technical and administration functions associated with training and development opportunities.
OR

B. A Master's or equivalent graduate degree; Two full years of progressively higher level graduate education leading to such a degree; (or an LL.B. or J.D., if related. Admin and Mgmt. positions only);

OR

C. A Combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level.

You qualify for the GS-11 grade level (starting salary $72,750) if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing duties such as:
  • Performing evaluations analyses, and studies to identify leadership development weaknesses and the sources of such weaknesses and recommend changes.
  • Participating in the execution of a development program including the design, development, and deliver.

OR

B. A Ph.D. or equivalent doctoral degree; Three full years of progressively higher level graduate education leading to such a degree; (or an LL.M., if related. Admin and Mgmt. positions only);

OR

C. A Combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.

Time-in-grade
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service.
