Duties

Help
  • Advise managers on appropriate disciplinary or other corrective techniques on a large range of conduct and performance problems.
  • Resolve disputed and interprets facts, events, and/or identifying aggravating or mitigating factors relevant to the case.
  • Serve as principal point of contact on labor-management matters of overall concern to established bargaining units at the local level.
  • Conduct studies to develop management interests and respond to union interests at the bargaining table.
  • Communicate agency-wide labor relations policies and procedures to management and staff of the local organization.
  • Develop or assist in developing written policy and guidelines for use by local management.
  • Utilize a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide human resource management advisory.
  • Provide counseling and training to managers on various Labor and Employee relations topics.
  • Represent management in unfair labor practice and representation hearings before the Federal Labor Relations Authority.
  • Conduct extensive probing and analysis to identify obscure or underlying causes of misconduct or poor performance.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized Experience: One year of specialized experience which includes meeting five of the following: (1) researching and interpreting federal/local laws/policies and case law to provide advice and guidance to management officials on a variety of Human Resources labor management and employee relations issues; (2) recommend appropriate resolutions to interrelated Human Resources labor management and employee relations issues; (3) interpreting negotiated collective bargaining agreements to advise management on union-related matters; and/or (4) advising management officials on adverse actions, disciplinary actions, performance based actions, grievances, unfair labor practices, and union requests for information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
