Duties

Help

The successful candidate will perform the full range of Physical Security Inspector duties.

Such duties include but are not limited to:
1. Serve as a region-based inspector to plan, conduct, report and coordinate findings associated with physical security inspections of light-water reactors and fuel facilities in accordance with the NRC inspection manual.
2. Evaluate of performance of licensees at licensed nuclear power reactors and fuel facilities to assure the existing security, safeguards, and fitness-for-duty and access authorization programs, provide the intended level of protection (e.g., as defined in the design basic threat and in NRC regulations)
3. Respond to incidents reported by NRC licensees in the security area. You will follow up on identified problems to ensure that NRC licensees have taken appropriate corrective action
4. Performs routine and complex inspections, allegation inspections, regional initiative inspections, or area of emphasis inspections of nuclear facilities to observe and assure conformance to NRC rules and regulations, inspection procedures, and orders.
5. Writes a report or provides report input regarding inspection findings to document whether the facility security program is implemented effectively, the licensee’s management control program is effective, and regulatory requirements are being satisfied.

Qualifications

The ideal candidate will be able to demonstrate the following:

1. Demonstrated knowledge of physical protection systems, processes, techniques, equipment, handheld weapons, explosive devices, and procedures at an NRC-licensed facility. 

2. Demonstrated ability to perform field and program assessments of plant security systems/processes to evaluate their effectiveness and to identify potential vulnerabilities in protecting against the design basis threat at an NRC-licensed facility.

3. Demonstrated experience in evaluating facility physical security plans, contingency response plans, security force training plans; fitness-for-duty programs and processes; and access authorization programs at an NRC-licensed facility.

4. Demonstrated experience evaluating potential threat information and implementing or recommending appropriate response actions at an NRC-licensed facility.  Demonstrated knowledge of and coordination with other federal, state, and local response organizations, and members of the public.

5. Demonstrated ability to communicate well, both orally and in writing.

In addition to the basic requirements, to qualify for this position you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as: Specialized experience includes experience that demonstrates a thorough knowledge of the theories, principles and practices in physical security systems, process equipment and procedures at nuclear power plants and/or fuel facilities with particular emphasis in the areas of vulnerability assessment and knowledge of response force capabilities; detection and assessment hardware; defensive strategies; and, response tactics.

A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.

The NRC is a zero tolerance agency with respect to illegal drug use. Individuals selected for this position will be subject to pre-appointment drug testing unless currently in a NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.
