As a Statistician (Education) GS-1530-14, the incumbent will perform the following duties;
-Represent NCES on the cross-POC (Principal Office Component) CRDC (Civil Rights Data Collection) team to implement Department data processes . Work includes (but is not limited to) supporting OMB (Office of Management and Budget) clearances, reviewing submitted data and preparing materials for public release.
-Represent NCES and CRDC on the ED Disclosure Review Board and internal strategy and/or governance teams.
-Serves as Project Manager for uses of the Civil Rights Data Collection within NCES. Duties include managing contract and NCES staff to successfully complete tasks, engaging with NCES survey managers interested in using CRDC data, and enabling production of reports or other produces which utilize information within CRDC.
-Serves as primary liaison to Office for Civil Rights (OCR) for NCES. Works with OCR leadership to ensure the proper application of CRDC data into policy studies and internal position papers.
-Serves as Technical Lead from NCES on work with OCR for operations planning related to future collections and working with contractors and ED leadership to improve accessibility to previously and newly released CRDC data sets.

Specialized Experience for the GS-14
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
1. Specialized experience working with and analyzing national data on issues related to public education, civil rights or juvenile justice for the purposes of identifying policy issues, assessing data quality, and presenting to diverse audiences on both policy and technical concepts.
2. Specialized experience working with State governments, Local Education Agencies, Postsecondary Institutions or the Office of Management and Budget on the preparation, submission and revision of data to federal statistical, program or compliance collections.
3. Specialized experience working with publication committees or disclosure review boards to resolve issues related to privacy protection within sets of sensitive, related data.
Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Basic education requirements for Statistician GS-1530
1. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing
or
2. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
