Design, deliver, evaluate and coordinate stand-alone professional, supervisory, leadership, and management skills training programs that improve the effectiveness USAID OIG workforce, to include diversity and inclusion training.
Design and deliver leadership, management and interpersonal skills training sessions as integrated portions of professional and technical development programs throughout USAID OIG.
Develop, coordinate, and deliver professional development services that improve the operational effectiveness of USAID OIG professionals.
Design, develop serve as an expert, and deliver federal and OIG-specific supervisory training courses from aspiring leaders through senior executives across USAID OIG in Washington, D.C. and Overseas.
Develop and implement blended (Online and In-Person) training programs, seminars, conferences, and meetings especially tailored to meet specific needs of individuals, teams and offices to enhance employee performance and organizational effectiveness.
Research, develop, and assess activities related to leadership and management activities, services, and curriculum of al LD Division Programs.
Develop, implement, and evaluate training needs assessments for USAID OIG to identify key training needs and skills gaps for the purpose of incorporating info course designs and curriculum.
Serve as an expert and designs, develops and delivers training of trainers and facilitation skills training session to build the capacity of USAID OIG subject matter experts to effectively deliver technical training.
Coordinate, design, develop and lead the OIG competency models and assessment tool portfolios, including continually training and advertising staff and supervisors. Works with all offices across OIG to ensure competencies reflect current processes and the knowledge and skills required. Incorporate feedback into the competency model.
Assess training and development needs periodically via the individual development plans (IDPs), various needs assessments, and surveys resulting a needs report to identify the resources necessary to meet the identified developmental needs.
Coordinate and develop materials and presentations in partnership with other Office of Management Divisions and subject matter experts and stakeholders across OIG offices on recruiting events and forums.
Collaborate with OIG senior leadership and stakeholders to design, develop and implement programs to gain feedback and buy-in on program design before forging implementation.
Collaborate with OIG's experts to develop, conduct, schedule, monitor and evaluate new or changing initiatives affecting LD programs and activities.
Monitor the program to ensure activity and training evaluations are recorded.
Analyze participant data, including feedback, to determine program impacts, identify program successes or areas for improvement, and make recommendations to the Director and senior leadership to maximize program effectiveness for all participants. Ensure diversity within program participant groups.
Monitor and analyze proposed regulatory and legal training requirements to determine possible impact on existing training activities and provides recommendations to the Director.
Design mechanisms to assess overall impact of these programs, analyzing results to determine successes and challenges; uses information and outcomes to make recommendations to the Director regarding opportunities for program growth and improvement.
Maintain a current awareness of specialized training requirements based on new programs/projects initiated by the Council of Inspectors General on Integrity and Efficiency (CIGIE), the General Accounting Office (GAO), the Office of Personnel Management (OPM), the USAID, OIG or other authoritative sources.
Serve as a group coach and/or mentor to junior staff within the organization to develop their knowledge, skills, and abilities.
May serve as a contracting officer's representative as required.

This is a term appointment NTE 3 Years and it may be extended up to total of 4 years.
Qualifications
Basic Education Requirement:
A. Degree: that included or was supplemented by major study in education or in a subject matter field appropriate to this position;
OR
B. Combination of education and experience -- courses equivalent to a major in education, OR in a subject-matter field appropriate to the position, PLUS appropriate experience OR additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
In addition to the mandatory basic requirements/education requirements specified in this announcement, applicants must have specialized experience and/or directly related education in the increments shown below:
To qualify for the GS-13: Applicants must possess one year of specialized experience equivalent to the GS-12 or higher in the Federal service or equivalent. Specialized experience is defined as: (1) Experience in using blended learning; applying educational technology and computer based training, (2) designing courses, modules, and workshops that incorporate adult education principles and experiential learning techniques, (3) and, evaluating training, analyzing evaluation data, writing reports, and developing recommendations.
To qualify for the GS-14: Applicants must possess one year of specialized experience equivalent to the GS-13 or higher in the Federal service or equivalent. Specialized experience is defined as: (1) experience in facilitating organizational development interventions: discussions, meetings, retreats/off sites, etc. (2) Experience in delivering multi-day training programs on leadership and management topics at the senior executive level and below (3) and, experience in establishing partnerships with academic institutions.
There is no substitute of education for specialized experience for the GS-14 position.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
