Duties

Help
  • As an Instructional Systems Specialist, you will perform the following duties which is not an all-inclusive list:
  • Conduct courses using a variety of instructional practices and methods, e.g., Distributed Learning (dL) techniques such as Video Teletraining; Blackboard, CollabWorx, Adobe Connect, Centra, and conventional classroom presentation techniques.
  • Serves as participant/observer of training conducted on-site and through distributed learning.
  • Designs, develops, and evaluates lesson plans to facilitate instruction for all components and develops or revises the subject matter content of these training courses using the systems approach to training method (ADDIE process).
  • Researches, analyzes designs and develops, or oversees the research, analysis, design and development of products or changes to products, e.g., lesson plans, assessment instruments, performance requirements.
  • Evaluates instruction, course design, and use of materials requiring in-depth knowledge of theories of educational course development and academic methods.
  • Trains instructors with proponent schools and Reserve Component Training brigades how to teach using video teletraining or other emerging technologies.
  • Prepares correspondence and reports to include letters, fact sheets, decision papers, and briefings for various levels, including general officers, regarding instructor training and certification, distributed learning, and staff and faculty support.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Instructional Systems Specialist:

A bachelor's (or higher) degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work included study in at least four of the following five areas in adult education:
1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material;
2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness;
3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments;
4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training;
5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes designing full-length courses for a formal adult education or training program and developing recommendations for revising test items to increase the reliability and validity of the test.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.

Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.

NOTE: All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 grade level, you must meet the qualification requirement using experience alone--NO substitution of education for experience is permitted.
