This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

Major Duties

As a Lead Legislative Analyst, you will be responsible for ensuring that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.

Your major duties and responsibilities include:

  • Leading and monitoring a team of legislative, management and program analysts in the production, drafting, and revision of policy documents, including responses to appropriators and Congressional staff, and technical assistance documents regarding Federal legislation.
  • Serving as the agency expert and coordinator for Provider Relief Fund claims reimbursement programs in formulating policy, including developing, refining and proposing policy solutions, identifying legal, operational, and budgetary considerations of policy solutions, and supporting policy decision making through meeting facilitation and consultation.
  • Conducting ongoing and timely review and analysis pertinent to a wide range of rapidly changing issues.
  • Serving as a resource and content expert on the group and individual health insurance markets in analysis of regulations, sub-regulatory guidance, issue papers, Office of the Inspector General (OIG) Reports, Government Accountability Office (GAO) reports, reports to Congress, congressional correspondence, and other OPS, HRSA, and HHS Policy and operational documents.
  • Responding to GAO/OIG inquiry questions regarding policy formation.

In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of qualifying experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:

Providing expert level technical assistance and consultation regarding complex legislative policies and their impact on the organization's public health policies, operations and initiatives; and, serving as a subject matter expert and key representative at meetings, conferences, or symposiums on public health legislative/regulatory affairs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

LEGISLATIVE PROCESS AND POLICY - Understands the legislative process and how it impacts the missions of the Department, the Agency and one's own organization.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
