Summary

This position is located in the Department of Defense, Office of Inspector General, Deputy Inspector General for Evaluations. The student program analyst conducts assessments and evaluations of DoD programs, functions, and missions to facilitate changes by promoting efficiency under the supervision of a full performance level team member or leader.

Duties

Help
  • Performs evaluation duties and developmental assignments in homeland defense, joint operations, environment, intelligence, space, nuclear, occupational health, special studies.
  • Researches applicable laws, directives, regulations, manuals, prior studies, and reports needed for evaluations.
  • Assists in the gathering and analysis of data, developing findings and recommendations, preparing reports, briefings or other evaluation products.
  • Prepares or assembles supporting documentation; analyzes data to ensure that evidence adequately supports findings; assist in follow up of previous evaluation products.
  • Attends meetings as directed or required.

  • Suitability for Federal employment , determined by background investigation. This position requires a security clearance at the Secret level.
  • If you have not previously successfully completed a probationary period with the Federal Government in a similar position (i.e., Supervisory), you will be required to serve a two year probationary period.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG.
  • Entrance on duty is contingent upon completion of a pre-employment security investigation. Favorable results on a Background Investigation may be a condition of employment or selection to another position.
  • You must be enrolled at least halftime at a qualifying educational institution pursuing a qualifying degree or certificate.
  • You must furnish course registration information at the start of each school term and provide verification of academic status (transcript) at the end of each academic term.
  • Cumulative GPA of 2.5 - must be maintained throughout the entire internship appointment.
  • Interns may work full-time during the summer and flexible part-time work schedule during the school year (based on agency needs) while continuing their education.
  • Selectees will be required to sign a Pathways Internship Program Participant Agreement.
  • This announcement may be used to fill additional vacancies within 90 days of the closing date.

Qualifications

You may qualify for the GS-04 grade level, if you fulfill one of the following qualifications requirements:

A. One year of general experience equivalent to the GS-03 grade level in the Federal service performing progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

B. Completed 2 academic years of post-high school study or associate's degree. (You MUST submit transcripts or proof of education to verify your claim. All education must be accredited by accrediting body or organization recognized by the U.S. Department of Education.)

You may qualify at the GS-05 level, if you fulfill one of the following qualifications requirements:

A. Participation in a 4-year course of study leading to a Bachelor's degree in any field from an accredited or pre-accredited college or university; OR

B. At least 3 years of progressively responsible general experience, 1 year of which was equivalent to at least th GS-04 level in Federal service, that demonstrates the ability to (1) analyze problems, identify significant factors, gather pertinent data, and recognize solutions; (2) plan and organize work; and (3) communicate effectively orally and in writing; OR

C. A combination of education and experience as listed above.

You may qualify for the GS-07 grade level, if you fulfill one of the following qualifications requirements:

A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service utilizing knowledge of basic research, audit or evaluation techniques and principles; performing basic research to extract information for evaluation; analyzing data and written material to gather relevant information for evaluations; assembling information and preparing reports with supporting documentation to draft evaluation reports; presenting information clearly, concisely and logically both orally and in writing to prepare and present findings; and working with staff to participate in team evaluations.

B. Completion of 1 full academic year of graduate level education in a related field to the position being filled. (One full year of graduate education is the number of hours the school determines to equal one year. If this information is unavailable, 18 semester hours will be used as the standard.) (You MUST submit transcripts or proof of education to verify your claim.)

C. Successfully completed all of the requirements for a bachelors' degree in a related program from an accredited college or university and claim eligibility for Superior Academic Achievement based on one of the following: a grade point average of a 3.0 or higher on a 4.0 scale, class standing in the upper third of my graduating class or major subdivision, or membership in a national scholastic honor society. (You MUST submit transcripts or proof of education and any other applicable documentation to verify your claim. All education must be accredited by accrediting body or organization recognized by the U.S. Department of Education).

You may qualify for the GS-09 grade level, if you fulfill one of the following qualifications requirements:

A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service performing basic research, audit and evaluation techniques and principles; selecting and researching laws, regulations, policies, and audit reports or comparable documents to extract information for evaluations; analyzing data and written material to gather relevant information for evaluations; assembling information and preparing reports with supporting documentation to draft evaluation reports; presenting ideas, facts, conclusions and recommendations clearly, concisely, and logically both orally and in writing to prepare and present findings; and work with staff to participate in team evaluations.

B. Completed of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree in a related field. (You MUST submit transcripts or proof of education to verify your claim. All education must be accredited by accrediting body or organization recognized by the U.S. Department of Education.)

C. Combination of experience and education as are described in A and B above; however, percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. (You MUST submit transcripts or proof of education to verify your claim.)
