Duties

Help

This position is located in EPA, Office of Inspector General (OIG), Office of Management (OM), Human Resources Directorate (HRD). The Office of Management serves as the corporate focal point, under the Immediate Office of the Inspector General. OM is responsible for organization-wide coordination and leadership in promoting the most efficient use and accountability for OIG resources in effectively achieving its mission and strategic goals. The Human Resources Directorate provides operational support for Human Resource activities such as recruiting and staffing while the Human Capital component addresses employee development and employee relations. 

Responsibilities

The ideal candidate will perform the following duties:

  • Researching and providing accurate and timely information in response to general or complex inquiries related to personnel actions, recruitment, hiring, position management, payroll, and other services. Coordinating with team members, subject matter experts, and other service providers to ensure accurate and timely resolution.
  • Utilizing human resources related automated systems and databases (e.g., FPPS, Monster, eOPF, etc.) to input and retrieve data for the accurate and timely processing of personnel actions, Notification of Personnel Action (SF-50) for separations, within-grade increases, awards, etc., to include completion of supporting forms, records and documents and to query employee data for providing HR Reporting. Composing, reviewing and posting vacancy announcements, reviewing applications for minimum qualifications, and issuing certificates/referrals using merit promotion rules, regulations and procedures.
  • Instructing customers on preparation and submission of personnel actions. Screening requests for personnel action and related documents for completeness and accuracy, obtaining additional information as necessary. Ensuring priority consideration programs are appropriately utilized. Verifying employment eligibility, qualifications, salary determinations and set pay. Extending job offers, establishing reporting dates, and coordinating with all interested personnel to insure all pre-employment requirements are met. Serving as a liaison for benefits issues (e.g., FEGLI, FEHB and Thrift Savings Program, retirement, awards and performance management).
  • Participating in ongoing efforts to identify and remedy systemic Human Capital customer service issues (e.g., hold times, response times, and surges); working to improve the customer's experience of HCS products and services; and seeking to assist with volume and workload issues.
  • Reviewing laws and regulations to make recommendations for changes in agency policies. Preparing guidance or modifications to reflect new policies and procedures mandated by other Federal agencies and/or administration initiatives. Developing policy, program objectives and OIG implementation plans to achieve human capital management goals.

Qualifications

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-14:

1) Experience in advising/recommending recruitment, placement, classification, and pay options to management (General Schedule and Senior Executive Service); 2) Reviewing, analyzing and making recommendations on human resources policies, procedures, and operations (General Schedule and Senior Executive Service); and 3) Ability to lead, train, and motivate the team.
