As a Criminal Investigator, GS-1811-14, you will perform the following major duties:

Plans, conducts, and leads sensitive and complex investigations, many of which may be national in nature affecting DOI program areas throughout the country; involve senior public officials or national corporations having continuing political and media interest; or involve law enforcement officers charged with enforcing Federal laws. These investigations are of a wide diversity and may be local, regional, or Department-wide in scope; investigations involve all aspects of the Department operations and may have a high degree of visibility, including Congressional and Executive interest.

Collects and evaluates information including, but not limited to, voluminous and complex public and private papers, records, receipts, and other evidence, which may confirm or eliminate suspicions of wrongdoing. Conducts interviews of subjects, witnesses, and other subject matter experts as necessary.

Assists prosecuting attorneys, the general counsel's staff, and bureau officials in the preparation of cases for trial and/or civil and administrative action. Participates in effecting an arrest, a search warrant, or surveillance activities and may be expected to be involved in the investigation of high-level Government officials requiring great discretion and tact.

Plans, executes, and coordinates multi-jurisdiction investigations with other Federal criminal investigative law enforcement agencies, DOI law enforcement entities, other Offices of Inspector General, the U.S. Attorney's Office, and state and local police agencies.

Provides verbal and written briefings at regular intervals to senior OIG headquarters staff on the status of ongoing or planned investigations and actions. Prepares investigative and assessment reports, management advisories, and other documents concerning DOI program areas, which are clear, concise, factual, and timely. Reports include, but are not limited to, weekly summaries of assigned and high-profile cases, input into the semiannual report to Congress; and policy documents. Prepares, reviews, and assists in the revision of investigative policies, programs, standards, and techniques. May perform staff studies and other special assignments.

Serves as a senior-level Criminal Investigator responsible for the oversight and coordination of investigations and program reviews in support of the unit's mission. These activities require the incumbent to develop relationships and conduct liaison activities with all Department bureaus and offices, multiple U.S. Attorney Offices, and investigative units in other agencies regarding allegations of criminal activity and misconduct committed by Department employees.

  • Time-in-grade requirement - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • Complete the Basic Criminal Investigative Training Program at the Federal Law Enforcement Training Center, or its equivalent.

This position is a primary law enforcement position under 5 U.S.C. 8336 (C) (CSRS) and 5 U.S.C 8412 (D) (FERS). You must be no more than 37 years of age upon entry into the GS-1811 series, unless the applicant has previous service creditable under the Civil Service Retirement System (CSRS) or Federal Employees Retirement System (FERS) law enforcement provisions sufficient to enable you to retire at age 57 with 20 years of creditable service. Persons already in covered secondary positions or with previous approved service who apply for a primary position cannot be considered if their age at reentry into the primary position exceeds 37 years after subtracting their years of service in covered positions. Applicant must provide evidence of current or previous coverage that would qualify. This age restriction does not apply to those entitled to Veteran's Preference.

Criminal Investigators under the 1811 occupational series are eligible for law enforcement availability pay (LEAP), not to exceed 25% of the rate of basic pay.

Selectee will be required to qualify to carry and use firearms and other weapons as part of assigned duties and maintain such qualification.

Applicants are ineligible for this position if convicted of a misdemeanor or felony crime of domestic violence, unless such conviction was expunged, set aside, or the applicant received a pardon.

Selectee must meet the initial agency suitability determination (i.e. local police checks, review of past employment data, review of Query National information Center report, results of special agency check, etc.) before a final offer can be made.

Minimum Qualifications GS-14 :

One year of specialized experience equivalent to the GS-13 grade level in the federal government performing all of the following:

1. Conducting complex investigations that are primarily criminal in nature;

2. Presenting investigative findings of potential criminal and/or civil violations to prosecutors and senior level managers for determination and action;

3. Preparing complex investigative reports and summaries in a clear, concise, and factual manner; and

4. Performing law enforcement operations, including conducting surveillance and executing arrest warrants and search warrants to obtain evidence and establish probable cause.
