Duties

Help
  • The incumbent plans, conducts and reports on audit, evaluation, and other work, including non-audit services and administrative tasks, under the general guidance by the AIGA and IG (OIG management) in support of the OIG’s mission.
  • Provides support, including advice, consultations, assistance, and quality assurance tasks for audits, evaluations, and other work (e.g., non-audit services and administrative tasks), as needed.
  • Develops, implements, and monitors engagement or project planning to ensure timely execution and reporting, and contributes to the improvement of OIG operations through advanced use of technology and process improvements.
  • Supports accountability, integrity, and reliability by advising OIG management of progress or problems, and representing the OIG in discussions with GAO officials and others, as appropriate.

  • You will be required to complete a two-year probationary period unless you previously completed a trial period at GAO after October 1, 1980.

Qualifications

To qualify for this position, applicants must have 1 year (52 weeks) of specialized experience equivalent to the next lower band level in the Federal service, which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position.  Specialized experience for this position is defined as:

  • leading performance audits in accordance with generally accepted government auditing standards for an Office of Inspector General, the Government Accountability Office, or another federal audit organization;
  • leading evaluations to determine the efficiency of programs or operations.

There is no education requirement for this position.

All applicants will be rated based on their responses to the assessment questions, in conjunction with the following Knowledge, Skills and Abilities (KSA’s):

  • Proficient knowledge of Generally Accepted Government Auditing Standards (GAGAS), Standards for Internal Control in the Federal Government, and audit and analysis techniques to carry out the OIG mission and function and ensure the soundness, quality, and reliability of our work.
  • Knowledge of program evaluation principles, techniques, and practices for analyzing the effectiveness and efficiency of agency administrative operations and programs and ability to manage complex or sensitive audits and evaluations, or projects.
  • Demonstrated ability to effectively represent OIG and skillfully leverage relationships with staff and managers at all levels and in all units, including working with GAO offices and teams to ensure that our findings and recommendations are understood and implemented.
  • Strong oral and written communication skills to develop and deliver audit results on complex, sensitive, or controversial topics through a variety of methods, including providing oral briefings to staff and managers at all levels within GAO and/or OIG.
  • Skill in project management to ensure timely completion of engagements and other OIG work, as assigned, with available resources.
  • Ability to analyze business processes, and identify and recommend process improvements during the course of an audit or evaluation.
