Duties

Help
  • Serves as a project manager for high visibility, high value civil works projects.
  • Develops and implements program management plans.
  • Leads multi-disciplinary project delivery teams (PDTs) and manages resources in planning, engineering, acquisition, construction, real estate and other supporting activities with decision authority to meet project objectives.
  • Adapts policy and processes to execute projects based on risk, constraints and requirements.
  • Represents the District Commander by serving as the Districts' point-of-contact with sponsor/stakeholders; various federal, state and local government agencies; Congressional interests; and other external organizations.
  • Manages all aspects of Project Initiation and Planning, Project Execution and Control and Project Closure in accordance with the Project Delivery Business Process.
  • Develops project scope and performance requirements based on the charter, corporate decisions, stakeholder needs, policy and related authorities, and project review board guidance.
  • Oversees the development of project management plans to ensure the project and deliverables meet technical/engineering policy and legal requirements.
  • Manages resources in accordance with the Project Delivery Business Process in planning, engineering, acquisition, construction, real estate and other supporting activities with decision to meet project objectives.
  • Serves as a senior Project Manager leading the PDT in execution of the Kentucky Lock Addition project during all phases of project development and execution.

  • Incumbent must currently hold, or obtain Project Management Professional certification within 36 months.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Technology, and Logistics (ATL) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
  • Incumbent will be required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 263, Subpart I USOGE, 6/08).
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA).
  • Incumbent must meet the DAWIA Acquisition Certification requirements for the Facility Engineering (FE) Career Field and must obtain DAWIA Level III certification within 24 months.

In addition to the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

To Qualify at the GS-13 Grade Level:
Specialized Experience: One year of specialized experience which includes project management in project planning, execution and control of high-dollar value, value, national priority, sensitive and/or urgent civil works projects associated with flood risk management, navigation, hydropower, environmental, recreation, disaster response and recovery, work for others, water supply, special projects and other civil works related activities; leading multi-disciplinary project delivery teams (PDTs) and manages resources in planning, engineering, acquisition, construction, real estate and other supporting activities with decision authority to meet project objectives; providing decisions and input for the operating budget; assisting in the development of other project management professionals through mentoring, training, and review of work products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
