Duties

Help

As an Investigative Support Specialist you will:

  • Conduct and coordinating complex research projects in support of investigations related to a wide variety of financial crimes, contract frauds, and other criminal activity involving USAID programs and operations. 
  • Assist with the intake, evaluation, and processing of Hotline complaints.
  • Coordinate OIG/I procurement assignments and monitors contracts. 
  • Analyze various vendors to ensure OIG/I is expending funds in the most efficient manner.   
  • Conduct independent open-source research on contract and procurements for OIG/I. 
  • Conduct OIG/I searches in database applications for background security clearances and interacts with USAID officials in relation to security clearances. 
  • Perform updates to OIG/I SharePoint to ensure OIG/I is providing updated information to employees in OIG/I and throughout the organization. 
  • Coordinate travel for OIG/I personnel through USAID and the Department of State to ensure OIG/I personnel have the proper security clearances to travel abroad.   
  • Perform complex computer-based analysis of data for criminal and administrative cases.
  • Build effective partnerships with public and private lending libraries specializing in criminology, research centers (e.g., National Institute of Justice, National White Collar Crime Center) and related information services.
  • Perform complex statistical analysis and trends forecasting for OIG/I cases.
  • Serve as the Office Security Representative, Terminal Area Coordinator, and Security Control Officer for the OIG/I systems and network applications such as TECS-II, NCIC, or other systems.

Qualifications

You must have one year of specialized experience at the level similar, related, or relevant to the work of this job that has given you particular knowledge, skills, and abilities required to successfully perform.  Typically we would find this experience in work within this field or a field that is closely related.

To qualify for the GS-11 grade level, you must have one year of specialized experience at the GS-09 grade in the Federal service or equivalent. Specialized experience is defined as: 1. Performing statistical analysis and trends forecasting of investigative cases (e.g., examining past and present fraud incidents in each country receiving US assistance), 2. Coordinating procurement assignments and monitoring contracts, and 3. utilizing/managing a travel management systems and interacting with the Department of State or similar organization for personnel transfer of security clearances to travel abroad. 

GS-11 grade level applicants may also qualify based on education or a combination of specialized experience and education:

To qualify for the GS-12 grade level, you must have one year of specialized experience at the GS-11 grade in the Federal service or equivalent.  Specialized experience is defined as: 1. Conducting/coordinating complex research projects in support of investigations related to a wide variety of financial crimes, contract frauds, and other criminal activity involving humanitarian aid programs and operations, 2. performing statistical analysis and trends forecasting of investigative cases (e.g., examining past and present fraud incidents in each country receiving US assistance), 3. utilizing statistical methods to project future probability for fraud incidents within various humanitarian aid programs, 4. Coordinating procurement assignments and monitoring contracts and/or conducting independent open-source research on contract and procurements for an agency, and 6. utilizing/managing a travel management systems and interacting with the Department of State or similar organization for personnel transfer of security clearances to travel abroad.
