    This position is located in the Contracts and Grants Directorate, Office of the Chief Operating Officer. The function of the Contracts and Grants Directorate is to provide administrative and technical directions, management and policy guidance for the Library's grants, fellowships and awards programs in accordance with LCR 7-310.

    The Library awards and/or administers various grants, fellowships, awards and prizes for scholarly, research, and other purposes relating to missions assigned to the Library by Congress. Such various awards to recipients whether by grants, cooperative agreements or other agreements shall hereinafter be referred to as grants. Grant funding may be from Congressional appropriations or from various donations from foundations or other sources of gifts to the Library. Awards and fellowships are made to foreign recipients and the Contracts and Grants Directorate coordinates and provides policy guidance and oversight of compliance with visa and tax matters regarding these foreign recipients. Award and administration of grants involves active interaction or negotiations with officials at the highest levels throughout the Library as well as prominent persons in the professional, academic and philanthropic communities.

    The incumbent serves as a Grants Management Specialists responsible for processing different types of grant awards, contracting with the recipients and the management and oversight of the recipients' compliance with the terms of the award. The incumbent also serves as the primary contact for visa and tax matters for foreign recipients.

    In coordination with the Office of General Counsel and the appropriate Program Office, provides management and oversight for the full range of activities leading up to the awarding of grants, the determinations that the award and the type of award instrument are consistent with the Congressional appropriation or the gift instrument.

    Cooperates with other offices such as the Chief Financial Officer to assure the grant has been properly funded and disbursement of funds to the recipient will be done in accordance with Library of Congress procedures and as specified in the agreement with the recipient.

    Assures that the grants tracking system has recorded the deadlines for the various deliverables and reports required by the agreement.

    Communicates and coordinates with the Program Offices and recipients to obtain timely and appropriate submissions.

    Notifies the Chief of Grants about any problems of noncompliance by the recipient with any applicable law, regulation, Office of Management and Budget Circular or other term or condition as required in the agreement.

    Review reports submitted by the recipient, audits and other materials regarding the performance by the recipients.

    Conducts oversight or monitoring visits to the recipients and conducts studies and analysis to ascertain compliance with grant terms and conditions.

    When appropriate, assist in the coordination of audit by the LOC Inspector General and responding to audit findings.

    Provides authoritative advice to Library personnel and grant recipients on a range of grants management issues, including grant requirements, grant selection procedures, execution of agreements, and financial and other reporting obligations.

    Independently answers questions and resolves problems requiring judgment and knowledge of Library of Congress procedures and policies as well as the various OMB Circular requirements which are made applicable to the particular grant.

    Provides advice and guidance to minimize risk of waste, fraud and abuse and to assure that grants are administered in a professional business-like manner to achieve the goals and objectives as established for that particular award.

    Recommends to the Chief of Grants opportunities for new policy and modifications to existing policy for the administration and management of grants, visa and tax matters.

    Develops oversight a management directives and procedures including financial management systems and identifies areas in which there may be weaknesses and recommends corrective actions for unusual or unresolved problems. Provides oversight of grant programs of Library Program Offices and makes recommendations for policy changes to assure Library's administrative records assure the Library is carrying out all fiduciary responsibilities for the administration of congressionally appropriated and gift funded grant activities. Participates in meetings and conferences to discuss grants issues.
