Duties

This Program Manager position is located within Requirements and Capabilities Analysis (RCA), Operations Support (OS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:

  • Under limited supervision, responsible for defining, developing, and implementing the ITF, an initiative to demonstrate emerging capabilities in the checkpoint and checked baggage areas. Manages relationships between Transportation Security Administration ITF and Federal Security Directors. Manages solution data and acts as a central point for solution results.
  • Executes throughout modeling, testing, assessments and transition applicable projects to programmatic oversight. Serves as the focal point within the Office of Requirements and Capabilities Analysis (ORCA) to organize, plan, schedule, implement, control, analyze, and report on all assigned project elements and to identify the resources and authority necessary to ensure efficient and timely project execution. Provides project management expertise to one or more innovation lane projects.
  • Ensures that requests for funding and allocation of funding and resources are appropriate to meet project outcomes. Reviews the continuous alignment of project scope with strategic business objectives and making recommendations to modify the project to enhance operational effectiveness.
  • Reviews work scope; budget formulation and execution; cost schedule, performance, and risk; acquisition; test and evaluation; and program and project integration; track and manage risk.
  • Serves as the primary contact through which communications, work assignments, and technical directions flow between ORCA and program stakeholders for assigned projects.
  • Represents Transportation Security Administration as a point of contact on innovation demonstration projects, programs and other work activities. Presents briefings to internal and external audiences to secure understanding or obtain consensus/approval of innovation strategy.

The major duties described reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • Handling multiple projects related to innovative, emerging capability demonstrations and security technology equipment; and
  • Advising on transportation security policies, directives and regulations; preparing documents and presentations; and
  • Monitoring project management principles to monitor project status completion, also applying risk mitigation strategies to address issues.

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • Managing multiple projects related to innovative, emerging capability demonstrations and security technology equipment; and
  • Serving as point of contact for transportation security policies, directives and regulations; and
  • Preparing documents and presentations, maintaining appropriate content for specific audiences; and
  • Evaluating and monitoring project management principles to monitor project status completion, also applying risk mitigation strategies to address issues.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Conditions of Employment:

Must be in the local commuting area or will be willing to relocate at your own expense for position.

Must complete and have favorable adjudication of Single Scope Background Investigation (SSBI) prior to appointment. There is no provision for a waiver for this condition.

Position requires Program Manager Level 1 certification within 18 months.
