As a Student Trainee (Data Scientist) you will:

• Conduct statistical analysis, modeling, and simulation to identify efficiencies in NSF programs and operations by researching, analyzing, interpreting, and evaluating difficult, but well precedented assignments.
• Develop analytical approaches and analyzes data of qualitative, quantitative, structured, and data types using established techniques to select and modify appropriate methods of operation, analyze, and interpret results, and prepare reports.
• Develop and monitor the application of models, tools, risk, and decision science techniques, operations research, mathematics, statistics, computer, and information sciences, economics, and related fields (e.g., quantitative policy analysis, data science, etc.) to develop and enhance NSF analytic capabilities under the guidance of a higher graded employee.
• Manipulate existing databases using a relational database management system (Oracle, Microsoft Access, MySQL, SQL Server, VBA, Python, R, Tableau, Qlik, JavaScript, etc.) and information technology to accomplish projects, designs, plans, and reports under the guidance of a higher graded employee.

Qualifications

For all grade levels, you must possess the basic education and/or experience requirement as follows:

1. Degree: Mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR

2. Combination of education and experience: Courses equivalent to a major, as shown in 1 above, plus appropriate experience or additional education.

In addition to meeting the basic education requirement described above, you must have:

For the GS-7 level, you must have at least 1 year of specialized experience equivalent to the GS-5 level in the Federal service. Examples of specialized experience include: Analyzing qualitative, quantitative, and structured data; performing routine scientific, or technical tasks and projects; planning and collaborating with stakeholders and customers to identify the appropriate data, methodological approach, and design for a variety of data science or analytics project; OR

Have a bachelor’s degree in Mathematics, statistics, actuarial science, or a field directly related and meets the superior academic achievement which is (1) being in the upper third of graduating class; or (2) have a GPA of 3.0 or higher; or (3) national honor society membership; OR

Have at least 1 year of progressively higher graduate level education in Mathematics, statistics, actuarial science, or a field directly related; OR

Have combinations of successfully completed graduate level education and specialized experience that meets the total experience requirements.

For the GS-9 level, you must have at least 1 year of specialized experience equivalent to the GS-7 level in the Federal service. Examples of specialized experience include: Analyzing, Interpreting, and correlating qualitative, quantitative, and structured data; applying project management principles; performing routine scientific, or technical tasks and projects; using and manipulating existing databases and relational database systems; collaborating with teammates, customers, and stakeholders in a reproducible and organized manner; OR

A Master's degree in Mathematics, statistics, actuarial science, or a field directly related; OR

Completion of at least 2 years of graduate education in an accredited college or university in Mathematics, statistics, actuarial science, or a field directly related; OR

Combinations of successfully completed graduate level education and specialized experience that meets the total experience requirements.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles.  Based on your responses to the occupational questionnaire, you will be assigned a score.  Your score will determine in which of three categories you will be placed:  Excellent, Very Good, or Good.  Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.

 For GS-7 positions: Veterans with a service connected disability of 10% or more will be placed at the top of the highest quality category.
