Summary


The incumbent serves as a Biological Scientist as part of the Animal and Plant Health Inspection Service (APHIS) Graduate Science Fellows Program by participating in scientifically sound projects leading to short- and long-term benefits that support the APHIS mission. The projects will help introduce new technology or methodology to APHIS and modernize the APHIS program it supports.

Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Participates in scientific projects administered by the APHIS Science Committee (ASC) in conjunction with APHIS programs.
  • Helps to ensure project development and findings are based on sound biological and geographical principles and consistent with the Agency's goals, regulatory authorities, and overall policies.
  • Collaborates and coordinates with scientists in other APHIS programs to carry out scientific projects in order to provide analyses and assessments.
  • Contributes to advancement of Agency actions for a wide range of plant and animal health concerns, applying knowledge of the concepts and technology of biological and agricultural studies.
  • Maintains familiarity with current scientific trends and interpreting information on animal and plant pests and pathogens as they relate to issues faced by the Agency.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

0401 BASIC REQUIREMENT: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
In addition to the basic requirement applicants must have:

FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 grade level) that demonstrates:
Specialized Experience:

  • Ability to communicate effectively on scientific topics in order to assist in writing technical documents, reports and briefings.
  • Ability to conduct research on biological subjects in related scientific disciplines and methodologies to identify and interpret routine scientific information.
  • Knowledge of computer technologies and relational databases in order to store and retrieve scientific information for assisting in project analyses.
OR 1 year of graduate-level education in biological sciences, plant sciences, molecular biology, or related field.
OR Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements.

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Specialized Experience:
  • Ability to communicate effectively on scientific topics in order to assist in writing technical documents, reports and briefings.
  • Independently conduct research on biological subjects in related scientific disciplines and methodologies to identify and interpret routine scientific information.
  • Knowledge of computer technologies and relational databases in order to store and retrieve scientific information for assisting in project analyses.
  • Preparing technical documents, reports, or briefings for presentations or wider distribution.
OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in biological sciences, plant sciences, molecular biology, or related field.

Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-07/09 GRADE LEVELS: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
