Duties

Help

This position is located within the Advisory Council on Historic Preservation (ACHP), Assistant Director for Permitting, Licensing, and Assistance (FPLAS), Office of Federal Agency Programs (OFAP). This position is located in Washington, DC.

At the full performance level GG-13 the major duties of this position include, but are not limited to the following:

  1. The primary duty of this position is to assist the NPS in meeting its responsibilities under Section 106 of the NHPA (54 U.S.C. § 306108) and its implementing regulations at 36 CFR part 800 (Section 106), with a focus on the development of programmatic improvements and alternatives, for the NPS grants programs.
  2. Assist with the development, review, and comment on Section 106 Memoranda of Agreement and Programmatic Agreements for NPS undertakings.
  3. Provide assistance to NPS personnel regarding the interpretation of ACHP policies and procedures.
  4. Recommend to the Office of the Director, OFAP, through the Assistant Directors for FPMS and FPLAS, policies and objectives to guide ACHP cooperation with NPS, and identify issues of mutual concern to both NPS and the ACHP, and assist in the development of best practices
  5. When working on matters unrelated to NPS grants programs, the incumbent will work closely with the Assistant Director for Federal Property Management Section (FPMS).

The ACHP has determined that the duties of this position are telework eligible. While newly hired employees usually must complete a 6 month review before becoming telework eligible, based on the current situation with employees working remotely due to the COVID-19 pandemic, any newly hired employee may begin teleworking immediately.

Salary Information
GG-13 (Step 1 $103,690 - Step 10 $134,798) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Specialized Experience for the series to which you are applying.

(1) Specialized Experience
To qualify for the GG-13, you must possess at least one full year of specialized experience equivalent to the GG-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as demonstrated experience: 1) providing cultural resource program support and professional advice in a position whose main function is centered on cultural resources and Section 106 of the NHPA; 2) participating in consultations with State Historic Preservation Offices (SHPOs), Tribal Historic Preservation Offices (THPOs) and Indian tribes; and 3) conducting, developing or reviewing cultural resource projects or studies in support of Section 106 reviews. (Must meet all)

If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.
