Help

This position serves as the Columbia-Pacific Northwest (CPN) Region's Native American Affairs Program (NAAP) Manager and is responsible for Reclamation activities with Native American tribes and organizations throughout the Region, including coordinating Native American Affairs (NAA) activities with associated Federal agencies across the Region in order to fulfill and uphold federal trust responsibilities and treaty obligations to Tribal Nations. It remotely supervises two NAA specialists located in area offices.

  • Manages the CPN Region's Native American Affairs Program, including one staff member in each area office.
  • Serves as the Region's liaison with the Reclamation Native American and Internal Affairs Office (NAIAO) and provides expert input on policy and guidance to staff.
  • Provides outreach to Tribal staff on Reclamation programs and activities and coordinates efforts to bring the Reclamation program to Tribes.
  • Facilitates and provides internal guidance on consultation activities among Reclamation offices and Tribes. Maintains records of consultation activities.
  • Provides training to tribes on funding opportunities and to Reclamation staff on Native American issues. Manages or oversees Native American grants.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in Federal service. Specialized experience at this level is defined as experience leading Native American outreach, coordination, and consultation activities as well as collaborating with stakeholders (e.g., non-governmental entities, other Federal agencies, and tribal officials) in planning and/or executing government programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 06/30/2021.
