Summary

The incumbent will serve as the Senior Advisor for Dam Safety and Design, Estimating and Construction (DEC) Oversight. The position reports to the Director, Policy and Programs. The Senior Advisor, Dam Safety and DEC serves as Reclamation's Dam Safety Officer. Incumbent conducts the audit function of the Dam Safety program and ensures the Bureau's quality assurance goals associated with design, estimating and construction are achieved.

Help

The Senior Advisor for Dam Safety and Design, Estimating and Construction Oversight will:

Serve as the advisor to the Commissioner on the implementation of the Federal Guidelines for Dam Safety.

Provide leadership and broad program guidance associated with Reclamation's dam safety program. This includes reviewing and performing quality assurance associated with Reclamation's Dam Safety Program.

Conducts oversight reviews of Reclamation projects involving the design, estimating and construction functions to inform executive-level management and ensure major decisions and products are sound at both the project and Bureau-wide levels.

Serves as the principal advisor to the Director, Policy and Programs regarding the implementation of the relevant policies, directives and standards and associated guidance documents for dam design, estimating and construction.

Provides oversight for engineering designs, estimates and construction activities to quickly identify dams that may pose an increased threat to the public, and to quickly complete analyses in order to expedite corrective action decisions which safeguard the public and associated resources.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory technical qualifications listed automatically disqualifies an applicant.

Mandatory Technical Qualifications (MTQs): ALL applicants must provide separate narrative responses to each of the MTQs listed below. Each narrative response cannot exceed 2 pages per MTQ (not-to-exceed 8 total pages). Narrative responses must: 1.) Include specific examples of your experience, education, and/or accomplishments; and 2.) Address specific challenges, contexts, actions, and results.

MTQ 1: Demonstrated experience in and knowledge of design, estimating and construction of projects associated with the delivery of water and/or generation of power.

MTQ 2: Demonstrated experience in and knowledge of programs associated with dam safety.

MTQ 3: Ability to lead a team of senior technical experts in synthesizing large amounts of information and developing value-added findings and recommendations related to design and construction activities.

MTQ 4: Ability to convey and present complex and detailed information of a technical and/or policy nature, orally and through written communication, to senior management officials within an agency, and representatives of other agencies, state and local governments and the public.

BASIC QUALIFICATIONS REQUIREMENTS: Applicants must meet the following Basic Requirements for the Occupational Series of either 0801 General Engineering in the Office of Personnel Management (OPM) Qualifications Standards Manual -

For 0801 General Engineering:
Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or (II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or (IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
