Help

The Director, Mission Support Organization (MSO) will report to the Deputy Commissioner - Policy, Administration and Budget and will serve as a member of the Reclamation's Senior Leadership Team. The Director, MSO carries out the following specific responsibilities:

Provides executive-level leadership and oversight to several program areas that provide direction, management, and coordination of administrative and management support services for Reclamation. This includes: Finance and Accounting; Acquisitions and Financial Assistance; Competitive Sourcing; Financial Policy; Business Analysis to include compliance, audit, reporting, and accounting; and Property to include physical space, vehicles, and real property.

Serves as a key advisor to Reclamation's senior leadership in Finance and Accounting, Acquisitions and Financial Assistance, Competitive Sourcing, Financial Policy, Business Analysis, Property and Office Services, and is officially recognized as the Deputy Chief Financial Officer.

Maintains contact and coordinates activities, and may chair, finance, financial assistance, and acquisition related groups within the Bureau. Provide overall direction of financial management and travel policies, coordination and management of quarterly and annual financial reporting to the Department of Treasury and Office of Management and Budget.

Manages the annual Chief Financial Officer audit and conducts audit follow-up, financial risk management and internal controls in the Bureau.

Directs acquisition and financial assistance policies in Reclamation. Ensures current policies are in place, acquisition professionals are certified and trained, and oversees the development and implementation of acquisition improvements.

Oversees and coordinates Reclamation policies and procedures for the management of real and personal property, adherence to Federal policies relating to the management of assets and reporting.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

Executive Core Qualifications (ECQ's): Applicants must provide a separate narrative response to each of the 5 ECQs listed below. Each narrative response cannot exceed 2 pages per ECQ (not-to-exceed 10 total pages). The narratives should clearly demonstrate the competencies within each ECQ.

When preparing responses to the ECQs and MTQs, applicants are encouraged to follow the guidance included in the Office of Personnel Management's Guide to Senior Executive Service Qualifications. Applicants should follow Challenge-Context-Action-Result (CCAR) Model detailed in the OPM Guide to Senior Executive Service Qualifications. Fundamental Competencies Demonstrated within Each ECQ Narrative: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation.

Mandatory Technical Qualifications (MTQs): ALL applicants must provide separate narrative responses to each of the MTQs listed below. Each narrative response cannot exceed 2 pages per MTQ (not-to-exceed 8 total pages). Narrative responses must: 1.) Include specific examples of your experience, education, and/or accomplishments; and 2.) Address specific challenges, contexts, actions, and results (CCAR Model outlined in OPM's Guide to SES Qualifications).

MTQ 1:
Knowledge of Federal appropriations and financial management laws, policies, processes, and practices appropriate to the successful financial management and oversight of a large, complex, multi-teared organization with diverse discretionary and mandatory fund sources and authorizations as well as a large and complex working capital fund.

MTQ 2: Knowledge of Federal acquisition, asset and property management, financial assistance, and techniques appropriate to overseeing agency-wide activities, including major contracting, charge card, and financial assistance programs and asset and facilities management.

MTQ 3: Ability to successfully interact with a diverse cadre of internal and external stakeholders, including senior leadership and staff across a large, multi-faceted Federal agency.

MTQ 4: Ability to develop and delegate responsibility to subordinate managers and hold subordinates accountable for the delegated results.

NOTE: Current and Former Career SES members, and graduates of SES Candidate Development Program (CDP) programs with OPM Certified ECQ's need to only address the mandatory technical qualifications (and need not respond to the Executive Core Qualifications (ECQs)). Graduates of an approved SES CDP must include a copy of their OPM certification of eligibility.

Senior Executive Service Probationary Period: If you are selected for this position, you will be required to serve a one year SES probationary period, if one has not previously been completed.

Failure to submit the ECQ's or MTQ's in the outlined format will result in an application not receiving full consideration for this position.
