Duties

  • The incumbent serves as the principal Safety and Occupational Health Manager to the State Director and all managers and supervisors.
  • This position is responsible for performing a vast set of duties including, but not limited to, the following:
  • Providing safety guidance and direction for continuity of operations, and occupational health program efforts to reduce employee injury, occupational illness, property damage, and public safety.
  • Developing, organizing, and administering a statewide safety and occupational health program.
  • Facilitating safety program elements of management?s commitment, employee involvement, hazard identification and control of hazard exposures, and supervisory and employee training.
  • Providing guidance and direction in implementing effective safety and occupational health programs and to identify and eliminate unsafe working conditions and practices involving hazardous equipment in the district and field offices.
  • Developing a comprehensive program for public safety on all Montana/Dakotas BLM lands encompassing a wide variety of uses (recreation, mining, oil and gas exploration, hunting and fishing, rangeland activities, abandoned mine lands, etc.).
  • Developing operational and functional policies and guidelines based on accident trend analyses, safety and health standards, inspections, emerging problems or trends, and results of serious accident investigations.
  • Implementing safety awareness activities and a proactive health program for employees.
  • Serving as the technical advisor to managers, supervisors, and employees on programs and methods to control losses and eliminate or minimize potential for injury.
  • Investigating accidents, employee exposure incidents and employee health problems which may arise from hazards in the work environment.
  • Serving as the State program lead for all matters involving continuity of operations, emergency management, disaster preparedness, and occupant emergency planning.
  • Serving as the Tort Claim Officer responsible for tort claim investigation reports.

Qualifications

This temporary promotion or detail may be terminated earlier at management's discretion. Upon termination or expiration of this assignment, employee will be returned to their previous position or to a position of equivalent pay and grade within their agency of record.

For GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level, that is equivalent in difficulty and complexity as indicated by the following examples: experience in or related to safety and occupational health; organizing, evaluating, and managing a comprehensive safety or occupational health program; developing and recommending safety and occupational health policy to higher levels of management; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; training employees, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.

There is no substitution of education for specialized experience at this grade level.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity tot he next lower grade level of the position to be filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-in-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level, in the normal line of progression for the position being filled.

Physical Demands and Work Environment: The work requires a mixture of office work and visits to field locations. Office work may require periods of walking, standing, bending, or carrying of light items. This work is typically located in an adequately lighted, heated, and ventilated office environment. Field visits require driving in cars, trucks, or off highway vehicles over rugged terrain in remote areas; walking, climbing, stooping, and kneeling over rough terrain, in inclement weather conditions. Field work may require special safety precautions and personal protective gear; utilization of helicopter transportation during inspection and investigation activities may occur. Incumbent may be called 24 hours per day, seven days per week.
