Duties

Help
  • Conceives, implements, and manages a state-of-the-art biorisk management program that aligns with emerging best practices including ISO 35001 , high-reliability organization (HRO) principles.
  • Advises on biorisk management issues within the organization (e.g. management, biorisk management committee, occupational health department, security).
  • Provides supervision of a staff than includes a biosafety officer, select agent manager, biosafety specialist, high containment operations manager, and a program support assistant.
  • Provides oversight of the design and the implementation of the biorisk management program at NBAF.
  • Implements the continual improvement quality assurance measures for NBAF success and biorisk management throughout its lifecycle.
  • Develops scope and manages resources to accommodate mission and interagency requirements along with communicating project progress and potential problems with leadership and shareholders.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

In addition to meeting the basic requirements described above, applicants must also meet additional qualification requirements as stated below.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience managing the development, implementation, compliance and quality maintenance of a biorisk management program and providing technical and administrative supervision of a subordinate staff.

Conditions of Employment:
Professional accreditation as a Certified Biosafety Professional (CBSP) or Registered Biosafety Professional (RBP) through ABSA International is highly desirable.

Work may involve dealing with the Counter Intelligence Investigative Division and classified and privacy act information. There incumbent must have, or be capable of obtaining, a TOP SECRET/SCI security clearance.

This position has been designated as SPECIAL-SENSITIVE and requires a security clearance at the TOP SECRET level with special access to Special Compartmented Information (SCI), as the individual will be required to access, process, use, and safeguard classified information. The employee is required to obtain and maintain this clearance level and failure to do so may result in separation from federal service.

To comply with USDA personnel security requirements and requirements of the Federal Select Agent Program (FSAP) for access to information and areas with Biological Select Agents and Toxins (BSAT), including Tier One Select Agents at NBAF, the incumbent must meet the following:

  • Pre-employment and random testing of substances of abuse;
  • Participation in and adherence to the facility's Occupational Health Program;
  • Participation in and adherence to the facility's Personal Reliability Program;
  • The ability to obtain/maintain favorably adjudicated Background Investigations or Security clearances (required by USDA);
  • The ability to obtain/maintain a favorable Security Risk Assessment (required by FSAP).
As a condition of employment, the requirements listed above must be met.

Position Functional Classification for Scientist and Engineers Code is 51 (Natural Resource Operations).

The mission of NBAF includes research, diagnosis and training for animal diseases foreign to the United States (U.S.) for the purpose of protecting American agriculture and domestic food sources from their potentially devastating effects. NBAF is vital to successfully protecting U.S. agriculture from the intentional or non-intentional introduction of foreign animal diseases such as Foot-and-Mouth disease.

Due to the contagious nature to livestock of Foot-and-Mouth disease, and other diseases under study at NBAF, biosafety protocols specify a personal quarantine for employees working on specific infectious agents in designated areas of NBAF. As a condition for employment, all personnel entering these areas at NBAF shall not be in contact with specific susceptible animals and their premises away from NBAF for a period of five (5) days after leaving the area. Currently, restricted species are cattle, sheep, goats, deer, other ruminants, and swine. Contact with horses, birds (agricultural and pet birds) and rabbits are normally permitted, but restrictions may be placed on staff working with or near infectious agents affecting these species. Restricted livestock or other restricted animals may not be housed on the premises where the employee lives and where the quarantine cannot be enforced. Employees who violate this requirement may be removed from employment or subject to other disciplinary actions.

A baseline blood sample may be required for employees entering and working in the biocontainment facilities. For the health and safety of the incumbent and to prevent the spread of disease, immunization against diseases being studied at NBAF which are transmissible to humans may be required where the vaccine has been approved by the Food and Drug Administration for safety and effectiveness under the provision of the Federal Food, Drug and Cosmetic Act, as amended 21 USC 321-392. Where the vaccine has been approved by the Food and Drug Administration for investigational purposes, the incumbent will be advised that such immunization is voluntary.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
