Duties

Help
  • Position located within the Strategic Planning and Performance Directorate, supporting the Defense Case Activity Tracking System (D-CATS) Program Management Office.
  • Supports oversight of a Level III Defense Business System and Department of Defense-wide enterprise application that offers case management capabilities to applicable investigation communities.
  • Assists in implementation of Agile software development methodologies and Scrum/SAFe frameworks, with industry leading business partners, as well as forward-leaning hosting and support service solutions.
  • Background in Microsoft Dynamics Customer Relationship Management, SharePoint, SQL, MIM, and other Microsoft technologies desired.
  • DevSecOps, SmartBear TestComplete (application administration and implementation within on/off-premise environments), data migration, and DoD OIG organizational knowledge are beneficial.
  • Facilitates customer engagements, requirements elicitation and decomposition, and their transition into production-ready products.
  • Collaborates with peer organizational entities, including Chief Information Officer personnel, enhancing operational support functions.
  • Ensures compliance with Business Capability Acquisition Cycle and Software Development Life-Cycle standards, supporting D-CATSe across sustainment, development, and to-be capability support activities.
  • Plans, directs, and coordinates IT projects to ensure established milestones are accomplished on time, within prescribed funding parameters, and in accordance with client business objectives.
  • Serves as Contracting Officer's Technical Representative for IT Support Service contracts; assists in developing contract requirements and specifications while monitoring compliance.
  • Candidate to operate within a cross-functional and high trust organization, where innovation and value-stream adherence is prioritized.

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.

Qualifications

To meet the basic requirements, you must have 52 weeks of specialized experience at the next lower grade level.

GS-13
You must have 52 weeks of specialized experience at the GS-12 grade level: Specialized Experience is defined as: Must have experience managing projects in the field of Information Technology. Must have knowledge in identifying and analyzing customer requirements, developing a business case, and conducting cost benefit analysis. Must have demonstrated experience developing, modifying, and implementing.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education is not substitutable for specialized experience for this grade level.
