About the Position: This position is for Department of Defense Education Headquarters, The Chief Information Office Development Operations and Application Branch located in Peachtree City, GA.
Provide a wide variety of design, programming and documentation tasks necessary for the development, implementation, and sustainment of IT applications using various programming languages and tools list.
Make use of REST API, .NET and other languages, Visual Studio, HTML, JavaScript, JAVA, Cascading Style Sheets (CSS), Ajax, XML, and other related web languages and tools for the development and deployment of web and mobile applications
Produce and revise design specifications for each application module as needed during the system development process.
Work with customers, DoDEA business units, other DoD, and federal government agencies to identify and integrate business application systems.
Analyze, identify, and ascertain subject matter actions and transactions to be produced by the system, conditions and criteria required to achieve accurate and adequate work products for inconsistencies in transactions of data involved or error.
Assist in managing existing software quality assurance processes and enforcing existing software and data quality standards.
Coordinate with organizational elements, performing data analysis, collecting product and process metrics, and analyzing metric data in order to improve quality of application information.
Create normalized database tables and complex SQL queries in MS SQL Server, Oracle and other RDMS and database tools.
Develop data structures, identifies specific data elements to be used in the system, designs, develops or modifies relational databases, develops design alternatives or improvements to current and future system functions and processes.
Ensure rigorous compliance of information security/information assurance policies, principles, and practices to the applications development and support process .
Produce and revise design specifications for each application module as needed during the system development process.

Applicants must possess or obtain required IAT Level 2 certification within six months of selection.
Professional Certification requirements, possess on entry or obtain within 6 months of selections: ITIL v3 Foundation Cyber.

Specialized and Other Experience for GS 13: One year of specialized experience which includes developing software applications designs; coordinating data structures and data elements to use in the system development processes and system designs; analyzing system data to improve quality of applicant's information and creating reports and data extracts for customers using various programming languages to include one of the following web tools: SharePoint Designer Workflows, Net, HTML, JavaScript, and other related web language. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Basic Requirement for Information Technology Specialist (APPSW/SYSANALYSIS):
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
