Duties

Help
  • Provides interpretation, guidance, program leadership, quality control, and implementation for the development of planning efforts such as Resource Management Plans (RMP) and National Environmental Policy Act (NEPA) documents.
  • RMP and NEPA documents include Environmental Impact Statements (ElS) and Environmental Assessments (EA).
  • Plans, leads, coordinates, and implements RMP and NEPA actions for the District and two Field Offices and ensures that RMP/NEPA documentation meets prescribed quality standards and is in compliance with the Federal Land Policy and
  • Management Act (FLPMA), the National Environmental Policy Act (NEPA), the Council on Environmental Quality (CEQ) regulations and Departmental and Bureau guidelines.
  • Coordinates and implements opportunities for public involvement (i.e., public comment periods). Assures that land use planning efforts are coordinated with local, State, and Federal agencies and ensures public participation in the planning process.
  • Communicates, both orally and in writing, to a wide variety of audiences to express complex technical concepts.
  • Serves as spokesperson for NEPA and RMP processes, responsible for arranging public contact meetings in collaboration with others. Coordinates and provides responses to lawsuits, protests, and appeals with project leads, managers and Solicitor's.
  • Reviews complex environmental analysis documents to ensure compliance and consistency with all applicable laws and regulations and serves as procedure and policy coordinator on all NEPA and planning documentation matters.
  • Provide technical assistance and review for various projects and associated NEPA documents, such as grazing permit renewals, range and other infrastructure projects, travel management plans.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience in land use planning as they relate to recreation, wildlife, wilderness, fire management, forestry, range, minerals, and cultural resources activities; Experience evaluating and interpreting field office needs in the planning and environmental coordination functions; Experience coordinating multiple, complex projects having a wide diversity of tasks.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands: Work is primarily sedentary. Assignments may occasionally require strenuous or hazardous duty associated with field work in remote locations. Normally the position will not require physical tolerance beyond that normally expected. At times, will be required to walk into areas with no roads, climb, and otherwise negotiate areas inaccessible to vehicular travel.

Work Environment: Much of the work is performed in an office setting, but many aspects of the assignment must be accomplished in the field under all types of climatic conditions. Occasional trips to other office locations and training sites are required for site inspections and supervision of remotely located employees.

Travel and relocation expenses will be paid by the Department of the Interior. Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
