Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a/an Enforcement Analyst, you will:

  • Provide expert technical advice, guidance, and recommendations to agency management, federal partners and the public on lead-based paint regulations and Healthy Homes issues including but not limited to Mold, Carbon Monoxide and Radon.
  • Assist in performing environmental reviews involving Housing pursuant to the requirements of the National Environmental Policy Act (NEPA) and provides support to the OLHCHH Program Environmental Clearance Officer.
  • Make recommendations for nationwide policies, procedures, and strategies to ensure regulatory compliance with the Lead-Based Paint Disclosure Rule and the Lead Safe Housing Rule and issues related to Healthy Housing.
  • Perform on-site and remote inspections of the regulated community and prepares reports on findings and compliance.
  • Provide technical assistance to local field offices as well as State and local governments, non-profit and community based groups, landlord organizations, parents' organizations and environmental contractors in the evaluation and control of lead-based paint hazards and healthy homes issues.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
  • Analyzing policy and developing options and recommendations for new or revised policies and procedures related to Lead-Based Paint regulations and Healthy Homes issues. AND
  • Providing technical assistance and enforcement strategy recommendations to program areas. AND
  • Analyzing issues/problems, developing strategies, and presenting solutions to senior management and high level officials, orally and in writing.
Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
  • Analyzing policy and assisting with developing options and recommendations for new or revised policies and procedures related to Lead-Based Paint regulations and Healthy Homes issues. AND
  • Providing recommendations and enforcement strategies to program areas. AND
  • Analyzing issues/problems and assisting with developing strategies.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
For the GS-12 you must have been at the GS-11 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
  • A one year probationary period may be required.
