Summary

This position is part of the Warfare Centers Personnel Demonstration Project. The ND-4 pay band encompasses positions equivalent to GS-12 and GS-13.

Duties

Help
  • You will use data mining and analytics techniques that include reliance on obtaining access to heterogeneous information systems, large complex data sets, written reports, and information from interviews of subject matter experts.
  • You will determine the appropriate software packages and computer programming scripts to use in accessing and exporting data from multiple sources into correctly configured data stores for use.
  • You will design and develop new data requirements and approaches to knowledge discovery to solve known problems and/or demonstrate patterns, trends, relationships and anomalies of particular interest or concern.
  • You will clean disparate data from multiple sources and formats in preparation for using skills and experience related to computer science, including, but not limited to, using a variety of programming languages and customized programming scripts.
  • You will applying science and analytical tools, advanced analyses, and modeling and simulations in analysis and evaluation activities.
  • You will leverage analytic, statistical, and programming techniques (e.g. R, Python) to collect, analyze, and interpret large and/or complex datasets to develop data-driven solutions.
  • You will implement and validate predictive models as well as create and maintain statistical models.
  • You will develop dashboards and visualizations to identify trends and patterns, write reports for management on the results of data science activities, and compile and present the results of those activities to senior leaders.
  • You will design and develop new modeling and simulation features and services to support the community needs and modeling and simulation machine learning / deep learning plans.
  • You will review technical proposals and publications prepared by others and provide written comments on technical accuracy.
  • You will provide authoritative advice and support on the evaluation of artificial intelligence, machine learning/deep learning, and predictive analytics for mission engineering and analysis studies to senior staff.
  • You will assist with planning, preparation and defense of fiscal documentation, program plans, budgets and acquisition submissions for assigned areas of responsibility.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified in the Engineering Career Field at Level II. Certification is required within 24 months of appointment.
  • 1550 SERIES ONLY: This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 422 (Data Analyst) within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-3 pay band (GS-9 through GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional scientist applying analytical, statistical or computer programming techniques for data mining and analytics. Examples of qualifying experience may include skill in data visualization of large complex data sets; skill in hypothesis testing and investigation, formulating problems, selecting objectives, designing better alternatives, collecting data, building new models, weighing costs against performance, questioning assumptions and data, reexamining objectives, and identifying new alternatives; and/or developing predictions/explanations - predicting future events and explaining past events.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

  • 1515-Operations Research Series: A degree in operations research; or a related degree that included at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses. At least 3 of these 24 semester hours must have been in calculus; OR
  • 1520-Mathematics Series: A degree in mathematics or the equivalent of a major that included at least 24 semester hours in mathematics; or, a combination of education and experience demonstrated by courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics, plus appropriate experience or additional education. Your total coursework must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite; OR
  • 1530-Statistics Series: A degree that included 15 semester hours in statistics (or in mathematics and statistics, with at least 6 semester hours in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc; or, a combination of education and experience that includes courses above, plus appropriate or additional education, and experience that includes a full range of professional statistical work; OR
  • 1550-Computer Science Series: A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus.
