The following are the duties of this position at the full working level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.

  • Responsible for a complete range of government contracting activities such as acquisition planning/negotiation, evaluation of proposals, and contract cost and price proposal evaluation.
  • Interprets and implements all complex federal procurement regulations and other official procurement guidance to develop and advise on policies and procedures that virtually affects all IRS program areas and organizations.
  • Effectively and diplomatically communicates orally and in writing with executives, managers, employees, and external customers.
  • Plans, coordinates and manages the contract cost and price functions critical to the mission of the IRS.
  • Develops comprehensive detailed reports on cost/price analysis, including recommending cost.

- Tour of Duty: Monday - Friday 7:30am-4:00pm
- Alternative work schedule, staggered work hours or telework may be available.
- If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 150-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.

- Must be a U.S. Citizen or National.
- A 1-year probationary period is required.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Undergo an income tax verification and review of prior performance/conduct.
- Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENT : You must complete all Mandatory Training requirements as described in DEPARTMENT OF THE TREASURY ACQUISITION CAREER MANAGEMENT PROGRAM HANDBOOK.
AND
4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to the next lower level as defined below.
AND
4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Exception: Employees occupying a GS-1102 position will be considered to have met the standard for positions they occupy on or after January 1, 2000. However, basic requirements and specialized experience requirements must be met in order to qualify for promotion to a higher grade.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:


SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal Service. Examples of specialized experience includes

  • Presenting information to Senior Managers and Executives for concurrence;
  • Experience must have demonstrated accomplishment in the full range of planning, directing, and administering complex acquisitions that required in-depth knowledge of a wide range of procurement and contracting principles and technical program requirements and techniques.
  • This knowledge is generally demonstrated by assignments where the applicant actively participated in multiple levels of competition (i.e. sole source, 8a, limited competition, full and open competition), multiple procurement methods (i.e. simplified acquisitions, GSA Schedule competitions, negotiated and/or sealed bids), acquired multiple types of needs (i.e. services, supplies, equipment), and participated in multiple parts of the acquisition life cycle (i.e. pre-award, post-award, policy, price analysis)

- Provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
- The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.
