Summary

Serving as a Technician for Plant Protection and Quarantine (PPQ), you will perform routine inspections involving quarantine of agricultural products and conduct other activities to support the accomplishment of the Agriculture Quarantine Inspection (AQI) program. Under the general oversight of an Officer, you will perform a variety of tasks both in and outdoors, using experienced judgment to determine which problems can be handled independently and which should be referred.

Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Plans, organizes, schedules, and conducts inspections of Federal and/or State agricultural quarantines.
  • Communicates with passengers to determine if contaminated agricultural products are in baggage and explains relevant regulations as appropriate.
  • Inspects passenger baggage for restricted or prohibited agricultural commodities, by-products, contaminates and pests that are potentially dangerous to the nation's agriculture.
  • Seizes prohibited material; seals and safeguards prohibited, restricted, or infested commodities and disposes of it in accordance with established procedures.
  • Safeguards and transports quarantine material interceptions (QMI's) from inspection area to contraband area.
  • Examines quarantined material for suspect agricultural pests, completes pest identification documentation and submits to an Officer for review.
  • Provides on-the-job training on predeparture procedures to new intermittent and term employees.
  • Conducts random compliance checks to assure APHIS stickers are evident on all baggage, to assure the airline is not accepting any uninspected baggage.
  • Resolves common problems using prescribed procedures, compiles and summarizes data obtained.

  • The incumbent is required to crouch, stoop, stretch and bend. Occasional walking on sometimes slippery and uneven surfaces and climbing will be required while inspecting baggage, articles.
  • The work environment consists of moderate exposure to uncomfortable situations such as working in adverse weather conditions.
  • Excessive noise may be present in the work area.
  • Possible travel may be requested in domestic program situations; these assignments may require extended work in remote/rural areas.
  • Work may include work rotating shifts, including nights, holidays and weekends.
  • You must be a US Citizen or US National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.
  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
  • Successful completion of one-year probationary period, unless previously served.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

FOR THE GS-05 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-04 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates (examples include but are not limited to):

  • Identifying various fruits, vegetables and plants.
  • Identifying various insects, pests and diseases on agricultural items.
  • A basic understanding of agricultural regulations pertaining to pre-departure agricultural quarantine inspection in Hawaii or Puerto Rico.
  • Confiscating prohibited agricultural contraband.

OR Successful completion of 4 years of study that included at least 16 semester hours in courses such as biology, plant pathology, entomology, zoology, botany, forestry, chemistry, agriculture, or physics.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-05 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified.
