Summary

This is a Direct Hire Authority (DHA) solicitation utilizing DHA for Certain Personnel of DoD to recruit/appoint qualified candidates to the competitive service. This position provides a wide variety of military construction master planning advice for complex technical planning and design projects covering the full range of planning and urban design duties to resolve unique problems, conditions, or issues; and/or to significantly alter standard practices, processes, and known techniques.

Duties

Help
  • Develop and implement master planning guidance to ensure that program areas are in agreement with military installation or facility management goals and objectives.
  • Provide technical expertise for development of engineering support and facility planning, using information from organizations, standards, criteria, methods, data, and objectives.
  • Direct engineering personnel, consultants, non-government agencies, or DoD agencies in the execution of facility planning.
  • Manage master planning team strategy work plans, products, and services for master planning projects and programs.
  • Balance interests of a variety of customers and readily readjust priorities to respond to pressing and changing customer demands.
  • Anticipate and meet the planning requirements of customers while maintaining quality master planning, power projection, stationing, and facility planning.

  • This is an Army Acquisition and Technology Workforce Facilities Engineering position. The employee must meet DoD 5000.52-M requirements. Intermediate Level II certification must be obtained within two years of entry on duty.

Qualifications

In order to qualify, you must meet the minimum education/experience requirements and specialized experience described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Community Planner, 0020:
A. Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

OR

B. Degree and Work Experience: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

C. Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.


Basic Requirement for Landscape Architecture, 807:
A. Degree: Bachelor's degree (or higher degree) in landscape architecture or landscape design.

OR

B. Combination of Education and Experience: For each year short of graduation, the applicant must have had one year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.

Basic Requirement for Architecture, 808:
A. Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: (1) Related Curriculum - Degree in architectural engineering provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in statement A above, or (2) Experience: 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

For GS-11: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Apply basic Architectural, Landscape Architectural, or Community Planning theories, principles, and concepts to assist with technical advisory services on programmatic executive in developing and implementing DoD or facility management policies, processes, and procedures. This definition of specialized experience is typical of work performed at the next lower or second grade/level position in the federal service (GS-09).
OR
Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of education and experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the 2%.
OR
Registration: Current licensure/registration as an Architect by any State, the District of Columbia, Guam, Puerto Rico, or the US Virgin Islands.

For GS-12: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Apply advanced Architectural, Landscape Architectural, or Community Planning theories, principles, and concepts to provide technical, independent advisory services on programmatic execution in developing and implementing governmental or facility management policies, processes and procedures. This definition of specialized experience is typical of work performed at the next lower or second grade/level position in the federal service (GS-11).

Education
