Summary

This position is part of the National Archives and Records Administration, Special Media Division. You will conduct preservation project management, photochemical preservation and digitization of motion picture holdings, track and manage digital files, and provide technical support relating to preservation and digitization to support NARA's Strategic Plan for preservation and access. The incumbent will contribute to agency wide digitization planning for moving image holdings.

Duties

Help

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Digitize original, obsolete, and deteriorated archival analog originals along with modern archival magnetic, optical, and file based digital audio and video records.
- Utilize knowledge of archival imaging technology to accomplish a variety of reformatting projects such as duplicating damaged reels of motion picture film, determining the best imaging options for digital reformatting or photochemical duplication for preserving damaged materials.
- Oversee project from conception through conclusion, and is responsible for ensuring that the project is completed on time at the desired performance level.
- Research, select, set-up, test, evaluate, configure, and maintain equipment needed in the performance of the preservation and digitization activities of the Motion Picture Preservation Lab.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-9 level is defined as one year of experience at the GS-7 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes identifying, inspecting, preserving, and digitizing archival motion picture film by utilizing a variety of hardware and software applications to obtain accurate representations of the original (i.e., color correction). Examples of such specialized experience should include:

-Experience handling, inspecting and repairing archival motion picture films.; OR
-Experience using film taxonomy to determine retention, disposal, preservation, and digitization decisions.; OR
-Experience using motion picture playback equipment such as film scanners and applying digital audio and video techniques to the content.; OR
-Utilizing digital preservation concepts and technology, sufficient to ensure that digitized content reflects the qualities of the archival motion picture original and can be managed and preserved for short and long-term access.

OR
EDUCATION: A Masters degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; or a LLB or JD, in a related field.

OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Education must demonstrate the knowledge, skills, and abilities necessary to do the work.

  • Physical Demands: Demands include periods of prolonged standing, sitting, reaching, or bending; working with electrical and mechanical motion picture equipment and photographic chemicals; and the occasional moving and lifting of heavy items consisting of cartons or cans of motion picture film and supplies.
  • Work Environment: Work is done in a laboratory setting, in either well-lighted laboratory workrooms, darkened digitization areas, or in darkrooms. Occasional retrieval of materials and records stored in a cold storage vault requires intermediate exposure to temperatures as low as 25 degrees. The work requires the handling of hazardous materials including, but not limited to nitrate motion picture film, deteriorating acetate film with vinegar syndrome, perchlorethelyne, HFE-7200 Cleaning Fluid, acetone, film developer, and film fixer.
