Duties

Help
  • Manage assignments that involve multiple functions, programs, and/ or agencies.
  • Respond to internal and external customers, stakeholder and the public.
  • Plan, design, govern, and implement the formal program for evaluations and experiments in the 2030 Census, ACS and/ or GSS
  • Manage projects by developing and monitoring requirements and specifications, schedules, deliverables, and communication to meet the goals of the organization.
  • Gather and synthesize information requested by various management official across the assigned program areas.

Qualifications

Minimum Education Requirement:

Specialized Experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.  Experience coordinating and  preparing the steps to complete reports; assisting in the development, design, documentation, and implementation of reports; working with software packages to develop presentation materials that includes handouts, overheads, and/or participant materials; conducting studies of work procedures, functions, and management initiatives; and preparing data summaries for inclusion in routine and special reports.
OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree that provided you with the knowledge, skills, and abilities to perform the work of a Program Analyst.
Specialized Experience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience  preparing and performing the steps to complete reports; producing assignments which contain potentially controversial issues; conducting studies and assessing the concerns with the efficiency and effectiveness of program operations and preparing recommendations; researching management practices for application to programs or operations; reviewing, verifying, and analyzing data submitted for consistency with financial resource management or similar reports to identify problems.
OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree that provided you with knowledge, skills, and abilities to perform the work of a Program Analyst.

Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience is planning, coordinating, evaluating, and interpreting the  steps to complete reports; producing assignments which contain potentially controversial issues; conducting studies concern with the efficiency and effectiveness of program operations; researching management practices for application to programs or operations; reviewing, verifying, and analyzing data submitted for consistency with financial resource management or similar reports to identify problems and make recommendations to management; developing solutions to difficult problems that do not have readily available precedents; making independent decisions affecting the daily operation of programs; and adapting methods to specific work situations.

Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of data analysis techniques and reporting of analysis results.
  • Ability to establish priorities organize work, and coordinate various assignments and/or projects concurrently.

The competencies are desirable at the full performance level of this position, GS-12
