Duties

Help

The Deputy Director of Waterfront Operations and Training:

  • Supervises, coordinates, and directs the administration of the Department of Waterfront Operations and Training.
  • The employee shall be prepared to sail as Master or Mate on board the Academy Training Vessels. The training trips will vary from 12-hour day trips to week long extended voyages.
  • Responsible for the repair, preservation, and maintenance of waterfront craft, facilities, and equipment. Manages the work of skilled waterfront personnel and serves as Contracting Officer Representative (COR) for various contractors.
  • Responsible for planning, and laying out waterfront repair, preservation, and maintenance work; estimating, requisitioning, and ensuring an adequate inventory of materials and equipment required.
  • Supervises the safe and proper operation of a variety of equipment such as; one fifty-tom high capacity travel lift crane; one twenty ton driven crane; multiple electrical winches multiple sets of boat davit hoists; a variety of boat falls and equipment, etc.
  • Serves as the person in charge (PIC) for the Safety of Life At Sea (SOLAS) program taught at the waterfront. Familiar with inspection and maintenance intervals of SOLAS training equipment located at the waterfront.  Prepared to serve as an instructor for both SOLAS and lab classes.
  • Serves as a department coordinator with various Academy departments whose functions support and impact on waterfront activities, such as: Marine Transportation, Marine Engineering, Public Works, Financial Operations, Procurement, Administrative Services, Public Safety and Security, and the Office of the Commandant of Midshipmen.
  • Keeps other departments appraised of all activit6ies effecting both departments. Works closely with other department heads on all matters regarding marine maintenance and personnel, and with midshipmen waterfront officers.

The ideal candidate is a highly motivated middle to senior level professional possessing integrity, stamina, and ingenuity, and capable of adjusting to various work environments, physical demands, and schedules. The individual must be customer service oriented, with unique skills to coordinate with internal and external stakeholders and provide program direction and guidance to all concerning reporting procedures, confidentiality, training, safety tips and resources, preferably on a college/university waterfront campus.

Highly Desirable:  Experience preferably from a college/university campus.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • LICENSE: Applicants must have a current (not expired) U.S. Coast Guard License valid for service on United States Flag Vessels and hold at a minimum a 1600 Ton Masters License Upon Oceans, and a valid credential issued under the International Convention of Standards of Training, Certification and Watchkeeping for Seafarers (STCW) 1978, as currently amended.
  • DRUG TESTING: This position is subject to a random drug screening program administered by MARAD/USMMA.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience assisting with the planning and operational direction of all waterfront activities and facilities.
  • Experience assisting with the coordination, supervision, and instruction of students involved in afloat training programs both as curricular and extra-curricular activities.
