Major Duties:

  • Overseeing the R&D subcommittees.
  • Pre-screens all protocols/projects prior to the official review.
  • Acts as the SME and primary source to the official for guidance prior to formal approval.
  • Works with the Bio-safety Committee, Clinical Research Workgroup (CRW), the Human Research Protection Program (HRPP) and IACUC to develop procedures to meet regulations.
  • Reviews all projects to determine the required approvals and provides on-site assistance to the investigators and their staff.
  • Act as scientific, technical advisor and authority to Director of Research Operations(DRO) and Associate Chief of Staff (ACOS) for Research and Development (R&D).
  • Ensures that personnel meet the training and scope requirements for safety, animal, and human approval aspects of a specific project.
  • Responsible for reviewing, analyzing, and interpreting expenditure report data of all approved funded grants are reported through R&D Information System (RDIS) and the national e-PROMISE database..
  • Performs comparative analysis of Investigator expenditure history reports.

Work Schedule: Monday - Friday - 8:00AM - 4:30PM

Qualifications

EXPERIENCE: Possess least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of a Program Specialist, and that is typically in or related to the work of the position to be filled. Specialized experience includes providing direct and indirect scientific and administrative support, in a hospital or academic Research environment, initiates actions to implement new policies and procedures based on granting and regulatory agency regulations, performs comparative analysis of expenditure history reports, pre-screens all protocols/projects prior to the official review, identifies disparities and communicates directly with the project owners, to validate and report all direct expenditures, and responsible for reviewing, analyzing and interpreting expenditure report data. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

EDUCATION SUBSTITUTION: Possess the successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Program Specialist position. OR
COMBINATION OF EDUCATION AND EXPERIENCE: Possess the equivalent combinations of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the Program Specialist - Project Activations Specialist position and must have been obtained in an accredited college or university. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. This position requires good physical senses and the ability to communicate clearly and effectively.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
