Duties

Help
  • Serve as Assistant Youth Program Director to the Youth Program Branch Chief. Plans, organizes, coordinates, and implements a developmentally appropriate and diverse educational, recreational and leisure program which meets the needs of base youth.
  • Plan, organize, coordinate, and implement a developmentally appropriate and diverse educational, recreational and leisure program which meets the needs of base youth.
  • Supervise International Host Agency (IHA), Non-Appropriated Fund (NAF) and Appropriated Fund (APF) personnel through subordinate leaders in youth program.
  • Administer Youth Program resource funds and resources. Provides input and recommendations to the annual appropriated fund (APF) and non-appropriated fund (NAF) budgets for projected resource requirements.
  • Provide a safe and healthy environment for youth. Conducts regular safety, fire, health, and other required youth inspections to ensure a safe, healthy and comfortable environment exists in the youth/teen center and its programs.
  • Develop marketing strategies to promote and publicize the youth program and increase awareness and participation.

  • This position is subject to provisions of the DoD Priority Placement Program.
  • This position has been identified as having regular contact with children. IAW Public Law 101-647 Section 231, and Public Law 102-190, Section 1094. An FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed
  • Incumbent is subject to work an uncommon tour of duty to meet program requirements including nights, weekends, and holidays.
  • May be required to travel on military and commercial aircraft when performing temporary duty (TDY).
  • Must be able to obtain and maintain a Food Handlers, First Aid and CPR Certifications.
  • A pre-employment physical is required if hired from CONUS.
  • Subject to physical examination (every three years) and immunizations IAW AFJI 48-110 and local requirements.
  • This is a Supervisory Position. A one (1) year probationary period may be required if not previously completed.

BASIC REQUIREMENT: Degree: Completion of a full 4-year course of study that includes or was supplemented by major study in education or in a subject-matter field appropriate to the position. Note: You must submit a copy of your transcripts.

Combination of education and experience: A degree (bachelors or higher) and a combination of education and experience with courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Note: You must submit a copy of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Experience also includes knowledge of youth development, education and recreation principles, concepts, methods and techniques to plan and direct a medium diversified Youth Program carried out through the youth center, and outdoor venues.

EDUCATION:
2 years of progressively higher level graduate education leading to a masters degree or masters or equivalent graduate degree. Note:You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of experience and education maybe used to qualify provided you have more than one full year of graduate education and the calculated total meets 100 percent of the total requirements.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the fundamental principles of recreation and leisure program planning concepts, and methodology.
  2. Knowledge of professional youth development theory, methodology, and practices relating to physical, intellectual, social, and emotional development.
  3. Skill in setting youth activities program goals that foster leadership abilities, self-reliance, team attitudes, sportsmanship, self-esteem and a sense of social responsibility.
  4. Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of youth programs, and in effectively organizing and utilizing available resources within the program framework.
  5. Knowledge of the principles of personnel management sufficient to supervise a diverse group of subordinates.
  6. Ability to communicate effectively both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
