Summary

This position is located on the leadership staff of the Montana State Conservationist within Natural Resource Conservation Services (NRCS), US Department of Agriculture (USDA).

The incumbent serves as a State Coordinator in promoting and fostering conservation partnerships and cooperative relationships with environment groups and urban organizations with natural resources interests in order to advance the NRCS mission.

Duties

Help
  • Develops, establishes and maintains partnerships with environmental groups and urban organizations, both traditional and non-traditional at the regional, state and local level to enhance efforts to address natural resource conservation issues.
  • Represents the State Conservationist at key partnership meetings (Intergovernmental Advisory Committee, Regional Interagency Executive Committee, Federal Caucus, Sustainable Agriculture Resources Council, and other regional meetings) as assigned.
  • Work closely with staff in planning and implementing soil, water and natural resource conservation communications and marketing programs for NRCS.
  • Serves as primary point of contact with state and local office holders and/or representatives of Congressional and Legislative delegations.
  • Provides oversight and supervision to assigned staff. Gives advice and/or instruction to employees on both assignments and administrative matters.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level).

Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include applying advanced knowledge of principles, concepts, practices and standards of natural conservation programs and knowledge of operating resources and programs to forge conservation resource partnership opportunities for addressing state-wide natural resource conservation issues. Examples of specialized experience include:

  • Developing and maintaining partnerships with federal, legislative and private stakeholders at the regional, state and local level to bring together differing viewpoints and methodologies to achieve common conservation goals;
  • Representing the agency in conferences and meetings
Note: There is no education substitution for the GS-13 level.

  • This position is located in the state of Montana. The location in Montana will be determined at the time of selection.

  • Physical Demands: The work is primarily sedentary although there may be some walking and travel to attend meetings away from the work site.
  • Work Environment: The work is typically performed in an office setting with adequate heat, light, ventilation, etc.

  • This position is eligible for telework within the local commuting area of the position and other flexible work arrangements. Current USDA policy includes telework for an 8 hour work day, 4 days per week; other flexibilities are possible dependent upon availability and/or the position and its associated duties. Employee participation is at the discretion of the supervisor.
