The Bureau of Trade Analysis (BTA) provides a unique opportunity to work on anti-trust, logistics, and transportation issues. The BTA supports the agency in antitrust economics and competition policy and analyzes and monitors agreements for any anti-competitive effects. The incumbent will perform a range of technical and specialized program functions directly associated with oversight of the liner shipping industry.
The following are the duties of this position at the GS-09. You will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Industry Economist, you will:
Assist senior economists in developing guidelines to be used by other Bureau professionals in analyzing agreements under the Shipping Act of 1994.
Apply basic economic and data science techniques in reviewing proposed or existing agreements between or among carriers and marine terminal operators to determine the competitive impact on the market.
Assist the Commission's legal staff by providing assistance in adjudicatory proceedings before the United States District Court for the District of Columbia and in administrative proceedings within the commission.
Monitor activities in assigned trade areas to detect carrier participation in prohibited acts.
Attend meetings with industry representatives to discuss the impact of agreements, methods, and practices of carriers subject to the Shipping Act.
The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Basic Requirement:
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus. (Master's in economics preferred, but not required.) OR
B. Have a combination of education that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus AND experience that involve the use and understanding of economic principles and theories. Examples of qualifying experience include (1) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; (2) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or (3) teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (a) personal research that produced evidence of results, (b) direction of graduate theses in economics, or (c) service as a consultant or advisor on technical economics problems.
Additional Qualifications for the GS-09:
A. One or more years of specialized experience equivalent to the GS-07 federal grade level that provided the specific knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience must have been demonstrated by performing duties such as: Assisting senior economists in conducting economic research; utilizing common programming languages to build routine data sets and automate data retrieval from public sources; and applying basic economic and quantitative analytical techniques. OR
B. A master's degree, an equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree. NOTE: You must submit your transcripts. OR
An equivalent combination of the specialized experience and graduate level education described above. To calculate the percentage of your combination, first compute the amount of your specialized experience as a percentage of the requirement listed in A above; then determine the amount of your graduate education as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to meet this requirement. Only graduate education in excess of one year (18 hours) may be used to qualify.
Selective Placement Factor:
You must have experience with data science techniques including text analysis or webscraping; and programming skills in programming languages such as SQL, Python, or R.
