The incumbent serves as the Chief Risk Officer and is responsible for providing extremely high-level execution in leading and advancing the maturity of the enterprise risk management (ERM) program. The mission of HUDOIG is to promote economy, efficiency, and effectiveness in the administration of HUD programs through the use of traditional and innovative approaches.

As a Management Analyst (Chief Risk Officer), you will:
- Plan and develop agendas and supporting documentation for and facilitates Risk Management Council meetings. Prepare, present, and defend recommendations to senior staff and others on a format that is informative and persuasive related to risks and responses. Support recommendations with logic and data to gain acceptance. Provide senior staff with new information and predictive advice on alternative courses of action in resolving exceedingly complex problems across the organization.
- Serve as an expert on evidence and evaluation techniques and data-driven reviews to assess projects and programs as well as to determine risk tolerance for HUD OIG. Socialize component risks among all components and identify commonalities in related risks to determine those that could rise to an enterprise-wide level. Use high-level technical advice to make recommendations to the Risk Management Council for the elevation of component risks to enterprise level risks.
- Clearly and concisely present enterprise risk information to diverse audiences. Develop reports to aid management in understanding and tracking risks. Develop key risk and performance indicators that allow senior staff to identify emerging risks and monitor existing risks. Use data to inform decisions and helps senior staff document risk decisions.
- Develop and implement processes for components to identify and report risks. Facilitate workshops with components to create systems and ensure staff have a full understanding of the risk process and their responsibilities. This includes emphasizing the benefits of the program to ensure buy-in and compliance. Stand up against component decision when conclusions do not align with objective arguments or Federal requirements around risk.
- Assist components with and develops presentation materials and continually suggests updates to improve components’ risk management processes. Advise on work efforts and makes recommendations to resolve operational problems by influencing, motivating, or negotiating with individuals or groups where there is conflict in established procedures. Monitor the risk culture of the organization and initiates corrective action to ensure awareness of the necessity of a strong risk culture.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. 

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14grade level in the Federal service. Specialized experience or General experience for this position includes: 
- Leading risk identification, analysis, and management for a division or organization and advances the maturity of the program in accordance with OMB Circular A-123; AND
- Contributing to and leading large projects and gaining consensus; AND
- Executing program management duties to analyze organizational methods, procedures, and processes; AND
- Communicating orally and in writing to all levels of staff and management internally and with external entities.

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
