Some duties include, but are not limited to:

  • Ensuring compliance with record keeping requirements for VHA records.
  • Independently develops and utilizes records management metrics, dashboards, audits, surveys and other reports to identify potential issues related to the health care system records management program.
  • Responsible for the maintenance of the master records inventory and file plan for the Health Care System.
  • Conducts a program of regular internal records management reviews and audits records maintained by service lines to assist offices within the organization in maintaining appropriate records management procedures.
  • Formulates and implements professional organizer techniques and strategies to streamline file system organizations across a wide range of storage environments.
  • Provides ongoing general and/or program specific training to staff related to records management, ensuring all records liaisons are trained on the creation, maintenance, use, storage, and disposition of the records created within their area of responsibility.
  • Educates endusers on how to utilize inventory file plan organizations using variety of inventory and file plan systems and meta data repositories.
  • Collaborates with Office of General Counsel upon receipt of a litigation hold, and advises personnel in litigation hold procedures, ensuring litigationrelated records are safeguarded and available.
  • Advises health care system personnel on the maintenance and/or disposition of documents not included in an approved Systems of Records and acts as a point of contact for management of unscheduled records.
Work Schedule: Monday to Friday - 8am to 4:30pm

Qualifications

Specialized Experience: MUST possess one (1) year of specialized experience equipped with the knowledge, skills, and abilities to perform successfully the duties of the Records and Information Management Specialist position. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Specialized experience includes: Experience ensuring compliance with record keeping requirements for records; Utilizing records management metrics, dashboards, audits, surveys and other reports to identify potential issues related to the health care system records management program; Utilizes a program of regular internal records management reviews and audits records maintained by service lines to assist offices within the organization in maintaining appropriate records management procedures; Ensures all records liaisons are trained on the creation, maintenance, use, storage, and disposition of the records created within their area of responsibility; Informs health care system personnel on the maintenance and/or disposition of documents not included in an approved Systems of Records and acts as a point of contact for management of unscheduled records; Participates in litigation hold, and advises personnel in litigation hold procedures, ensuring litigation-related records are safeguarded and available; Educates end-users on how to utilize inventory file plan organizations using variety of inventory and file plan systems and meta data repositories. Substitution of Education for Experience: MUST possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Physical Requirements: The work is generally sedentary but involves frequent walking, standing, and bending in searching for various files. There is occasional lifting and carrying of such items as record boxes and bulky files.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
