The Medical Officer is located in the VA Office of Inspector General’s (OIG), Office of Healthcare Inspections (OHI) and serves as a Medical Consultant. He or she will conduct clinical case evaluations of VA care, thereby enabling OHI to provide objective, impartial, and independent medical assessments to the Inspector General, VA’s Secretary, and the U.S. Congress.  The incumbent may also undertake larger system-wide reviews of VA health care and provide consultative and technical support to OIG’s Offices of Audit and Investigations.  The ideal candidate will be an excellent clinician recently engaged in active clinical practice, with training and experience in psychiatry, although highly qualified candidates from other specialties will be considered.

As a Medical Officer, you will:

  • Conduct highly technical clinical case evaluations of individual episodes of care in order to provide informed medical opinions as to the appropriateness, and quality of medical care provided.
  • Provide technical medical direction to OHI regional office employees in planning, developing, coordinating, monitoring and implementing a nationwide program of medical care program evaluations, inspections, and special reviews at VHA medical centers, medical networks, and headquarters program offices.
  • Provide medical direction and oversight to OHI regional office inspectors performing coordinating efforts with OIG regional offices and headquarters staff in the research and analysis required to develop program evaluation proposals for annual work plans.
  • Participate with the AIG/OHI and senior office managers in planning meetings for the purpose of scheduling inspections/projects, and provide technical medical assistance and direction for OHI activities conducting national inspections and medical care program evaluations.
  • Assist senior OHI managers in directing the conduct of comprehensive medical care program evaluations and in-depth program and policy research in a broad range of VHA headquarters and national program elements, and more than 600 individual VHA healthcare facilities nationwide.

Qualifications

 You must meet the following requirements by the closing date of this announcement.
 
 1.  Degree: Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).

2.  Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Listings of accredited programs are published yearly in the Directory of Residency Training Programs and the Yearbook and Directory of Osteopathic Physicians.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

3.  Licensure: For positions involving patient care, candidates must have a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Applications will be accepted from physicians who are not currently licensed; however, if selected for appointment, they must (a) obtain a license before entering on duty, or (b) meet one of the following provisions:

  • Waiver of Licensure Requirement: An agency may waive the licensure requirement for positions not involving direct patient care, e.g., positions performing disability evaluations, positions performing solely research, or administrative program managers. If the agency does not waive the license requirement for these kinds of positions, candidates may be appointed subject to obtaining a license within 1 year.
  • Appointments Pending Meeting Licensure Requirement: Individual circumstances may warrant appointments pending meeting the licensure requirement (e.g., when a candidate has a temporary license to practice until the next regular session of the licensing board). Persons appointed pending licensure may not be retained beyond 1 year of appointment if they do not obtain the license.

4. Experience Requirement: In addition to meeting the basic requirements above, applicants must have completed 5 years of graduate training or equivalent experience and training.

Education

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
